1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就南海胜利号FPSO系泊锚腿整体更换项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of NanHai ShengLi FPSO mooring Leg Replacement by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

规格：

上钢缆225m，下钢缆275m，要求设计寿命至少10年，直径114mm，允许最小破断力不小于1200MT

Specification:

Length of the Upper wire： 225m ; Length of the Lower wire：275m ; Design life：no less than 10 years;Diameter：114mm ; Minimum Breaking Load:not less than 1200 MT

交货期Delivery Schedule:

境内：2018年5月23日前

Cisborder: Before May 23th,2018

境外：2018年5月8日前

2. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）资质要求及证明文件

投标人需提供以下以往类似项目的证书复印件

Requirements of Certificate of similar project of Bidder

A．型式认证证书Certificate of Type Certification

B. 产品认证证书Certificate of Product Certification

C. 产品检验第三方证书Certificate of Conformity issued by Third Party

D. 试验见证第三方证书Test Certificate of Conformity issued by Third Party

（3）销售业绩要求：

Requirement for Bidder's sales reference:

投标人应同时满足以下3个要求：The bidder shall meet the following 3 requirements at the same time:

1）投标人至少有一项2007年1月1日前应用于FPSO或FPS系泊系统的系泊钢缆销售业绩;

Before Jan 1st,2007, the Bidder shall have sales references of at least 1 sets spiral strand mooring wire which have been used in  FPSO or FPS permanent mooring system.

2）投标人至少有一项2014年1月1日之后应用于FPSO或FPS系泊系统的系泊钢缆销售业绩;

After Jan 1st,2014, the Bidder shall have sales references of at least 1 set spiral strand mooring wire which have been used in in FPSO or FPS permanent mooring system.

3）投标人至少有一项直径超过100毫米的螺旋型系泊钢缆的销售业绩.

The bidder shall have sales references of at least 1 set spiral strand mooring wire with diameter more than 100mm.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、直径、使用于FPSO或FPS系泊系统。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、直径、使用于FPSO或FPS系泊系统，均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Diameter, using of FPSO or FPS permanent mooring system. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Diameter, using of FPSO or FPS permanent mooring system., the relevant reference will be deemed unvalid.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2017年11月08日开始至2017年11月15日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Nov 8th, 2017 to Nov 15th, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月29日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nov.29th, 2017. Any bid beyond the required time and date shall be subject for rejection.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
