1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司 （以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

货物名称：余热回收装置

货物规格描述：在燃气透平发电机净输出功率为4400KW的情况下，每个废热回收装置能力为3000KW；并且废热回收装置烟道气出口温度不低于250℃。导热油操作工况，进口为800KPaG/160℃，出口为500KPaG/220℃。

数量：两套

交货计划：

a)  交货期：从中华人民共和国关境内提供的货物：2018年10月25日前至青岛经济技术开发区薛家岛连江路492号海工建造场地

b)  交货地点：从中华人民共和国关境外提供的货物：2018年10月10日前至青岛港

2.资格标准：

★所提供的废热回收装置应是供货商的标准系列产品，制造商（包括成撬商）应至少有两套或以上的废热回收系统（负荷≥3000kW）产品在海洋环境条件（海上平台或FPSO)下正常运转两年以上的业绩，提供带有技术文件的合同或用户证明等支持文件。未经使用的新试制产品是不能接受的。

★所提供的热介质循环泵应是供货商的标准系列产品，制造商应至少有两套或以上的循环泵（操作温度≥250℃，介质为导热油）产品在海洋环境条件正常运转两年以上的业绩，提供带有技术文件的合同复印件或用户证明等支持文件。未经使用的新试制产品是不能接受的。

★废热回收装置应该是船用或是海洋平台产品，在海洋环境运行，供货商应自费完成检查、试验并获得COOOSO 认可的认证机构（ABS/DNV/Lloyd's/BV/CCS)的船检证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2017年10月20日开始至2017年10月27日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

 

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月14日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308室。

 

5. 开标时间：定于2017年11月14日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层308室。

Invitation for Bids (IFB)

 

Project: Waste Heat Recovery System for Ningbo Gas Complex Phase I

Development Project

Bid No: 0734-1740JDCP0703/01

Date: October 20^th., 2017 

1.    China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil & Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Waste Heat Recovery System

Description of Goods：The total duty per unit of the waste heat recovery units shall be 3000KW at gas turbine generator net output load:4400KW and the flue gas outlet temperature of waste heat recovery shall not be lower than 250℃. The operating of thermal oil should be 800KPaG/160℃(INLET) and 500KPaG/220℃(OUTLET).

Quantity: 2 sets

            Delivery Schedule:

a)   Goods offered from within P. R. China: Delivered on or before October 25^th., 2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)

b)   Goods offered from outside P. R. China: Delivered on or before October10^th., 2018 to Qingdao Port, Shandong P. R. China

 

2.       Achievements and Qualification: 

★The Waste Heat Recovery System shall be the regular product of SUPPLIER, and at least two Waste Heat Recovery System (duty≥3000kW) in successful operation of two years in offshore environment（(platform or FPSO)）. The Supplier should provide certified documents (copies of the contract with technical parameters or Purchaser authentication). Unused prototype equipment shall not be acceptable.

★The Heating Medium Circulation Pump shall be the regular product of SUPPLIER, and at least two Heating Medium Circulation Pump sets (fluid should be thermal oil, operating temperature≥250℃) in successful operation of two years in offshore environment.The Supplier should provide certified documents (copies of the contract or Purchaser authentication). Unused prototype equipment shall not be acceptable.

★The Waste Heat Recovery Unit can run in the offshore environment, and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.

 

3.    All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb to purchase the bidding documents (electronic edition) on line from october 20^th, 2017 to October 27^th. 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy. 4.       The deadline and place for submission of bid: Bids must be delivered to Room 308,3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 10:30 a.m. (Beijing time) on November 14^th., 2017 . 

 

5.     Time and place of Bid Opening：Bids will be opened in the presence of bidders' representatives who choose to attend at 10:30 a.m. (Beijing time) on November 14^th , 2017 at Room 308,3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
