1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

货物名称：湿气冷却器

货物规格描述：每台湿气冷却器是单一型式的印刷版式换热器，故多台组合后满足每台湿气冷却器热负荷的设备是不接受的；湿气冷却器(CEPA-WC-2010A/B)的热负荷是7400KW；湿气冷却器(CEPA-WC-2010A/B)的设计压力为13500KPaG；每个橇块尺寸限制在(长x宽x高, m):3.0*3.0*3.0以内。

数量：2套

交货计划：

a) 从中华人民共和国关境内提供的货物：2018年11月01日前至青岛经济技术开发区薛家岛连江路492号海工建造场地

b) 从中华人民共和国关境外提供的货物：2018年10月15日前至青岛港

 

2.资格标准：

★湿气冷却器橇应该是供应商标准产品，投标产品制造厂并且至少有2套印刷板式换热器的产品（热负荷≥7500kW，且设计压力≥13500kPaG，介质为烃类）成功稳定运转2年（含2年）以上的良好业绩，提供带有技术文件的合同复印件等支持文件。没有使用过的试验品是不接受的。

★湿气冷却器橇的设计，制造，认证及测试符合认证机构的要求，供应商应该自费完成并提供COOOSO认可的第三方船级社（ABS, DNV, BV, Lloyd’s and CCS）之一最终船检证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2017年10月20日2017年10月27日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

 

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月14日11:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层305室。

 

5. 开标时间：定于2017年11月14日11:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层305室。

Project: Wet Gas Coolers for Ningbo Gas Complex Phase I Development Project

Date: October 20^th., 2017

 

1.     China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Wet Gas Coolers

Description of Goods： Each Wet Gas Cooler shall be the single set of printed circuit heat exchanger, so the combined sets that meet thermal duty for each Wet Gas Cooler are not acceptable.Thermal duty for Wet Gas Coolers(CEPA-WC-2010A/B) : 7400kW. Design pressure for Wet Gas Coolers(CEPA-WC-2010A/B):  13500kPaG. Limited dimension (LxWxH, m):3.0X3.0X3.0 (Each).

        Quantity:2 (two) sets

        Delivery Schedule:

a)      Goods offered from within P. R. China: Delivered on or before November 1^st.,2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)

b)      Goods offered from outside P. R. China: Delivered on or before October 15^th., 2018 to Qingdao Port, Shandong P. R. China

 

2.       Achievements and Qualification:

★The Wet Gas Coolers shall be the regular product, and at least two printed circuit heat exchanger sets(Duty ≥7500kW & Design pressure ≥13500kPaG&Medium is hydrocarbon) in successful operation of two years that where built at the proposed point of manufacture. The supporting document shall be provided,such as the technical contract with the technical parameters.Unused prototype equipment shall not be acceptable.

★The Wet Gas Cooler skids shall be designed, manufactured, certified and tested in accordance with the requirements of Certifying Agency and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from the certifying agencies authorized by COOOSO.
