2.1、资格要求：
Requirements for Qualification of Bidder

2.1.1. 本次所投产品的制造商应通过 GB/T19001、ISO9001或者API Q1的质量管理体系认证，并出具有效证书。
2.1.2. 如果投标人为代理商，除提供2.1.1款所要求的文件外，还应提供所投货物制造商同意其为本次投标提供该货物的合法授权书。

2.1.1 The manufacturer of this product shall be certified by GB/T19001, ISO9001 or API Q1 quality management system and provide valid certificate.

2.1.2 If the bidder is an agent, in addition to providing the required documents required by 2.1.1, it shall also provide a legal authorization for the goods manufacturer to agree to provide the goods for this bid.


2.2、资质要求及证明文件：

2.2.1 非 API10000psi阀门 ：
2.2.1.1. 本次所投产品的制造商须具有特种设备制造许可证书(压力管道元件)，API 6D证书，并出具有效证书。
2.2.1.2. 本次所投产品的制造商须满足API607或者API6FA可以覆盖本项目阀门的防火型式认可证书，并出具有效证书。
2.2.1.3. 在交货时，所有阀门应由第三方检验机构（CCS,ABS,DNV,LR或BV）检验和见证，产品认证，并提交由第三方检验机构颁发的检验报告。
2.2.1.4. 本次所投产品的制造商须具有阀门承压组件（例如阀体，阀座及球等）制造商的相关资质（ISO9001或TS质量管理体系证书），并出具有效证书。

Except 10000PSI valves
2.2.1.1. The manufacturer of this product shall have special equipment manufacturing license (pressure piping component), API 6D certificate and provide valid certificate.
2.2.1.2. The manufacturer of this product shall meet the API607 or API6FA to cover the fire prevention type recognition certificate of the valve in this project and provide valid certificate.
2.2.1.3. As deliver the valves, all valves shall be inspected and witnessed by third party(CCS, ABS, DNV, LR or BV)，and inspection reports issued by the third party shall be submitted.
2.2.1.4. The manufacturer of this product shall have the relevant qualifications of the manufacturer of valve pressure components (e.g. body, seat and ball) ( ISO 9001 or TS certificate quality management system )and provide valid certificate.

2.2.2 API10000PSI阀门：
2.2.2.1. 本次所投产品的制造商须具有API 6A证书，并出具有效证书。
2.2.2.2. 本次所投产品的制造商须满足API607或者API6FA可以覆盖本项目阀门的防火型式认可证书，并出具有效证书。
2.2.2.3. 在交货时，所有阀门应由第三方检验机构（CCS,ABS,DNV,LR或BV）检验和见证，产品认证，并提交由第三方检验机构颁发的检验证书。
2.2.2.4. 本次所投产品的制造商须具备阀门承压组件（例如阀体，阀座及球等）制造商的相关资质（ISO9001或TS质量管理体系证书），并出具有效证书。
2.2.2.5. 逸散性能要求
投标人承诺：所有API 10000PSI的阀门满足ISO 15848-1 class B或者TA-LUFT的要求。在投标文件中，投标人需提供由第三方检验机构（CCS,ABS,DNV,LR或BV）出具的ISO 15848-1 class B或者TA-LUFT型式认可证书。如果投标文件中无法没有此型式认可证书，投标人需承诺：需按ISO15848-2的要求进行逸散性试验，并提供由第三方检验机构（CCS,ABS,DNV,LR或BV）出具的检验程序和检验报告。

API 10000PSI valves：
2.2.2.1. The manufacturer of this product must have API 6A certificate and provide valid certificate.

2.2.2.2 The manufacturer of this product shall meet the API607 or API6FA to cover the fire prevention type recognition certificate of the valve in this project and provide valid certificate .
2.2.2.3. As deliver the valves, all valves shall be inspected and witnessed by third party(CCS, ABS, DNV, LR or BV)，and inspection certificates issued by the third party shall be submitted.
2.2.2.4. The manufacturer of this product shall have the relevant qualifications of the manufacturer of valve pressure components (e.g. body, seat and ball) ( ISO 9001 or TS certificatequality management system) and provide valid certificate.
2.2.2.5. Fugitive Emission Performance
The bidder commitment : The valve shall have a design proven in accordance with ISO 15848-1 class B or TA-LUFT. In the tender documents, the bidder shall provide certificate endorsed by independent third party shall be provided by supplier. The certificate shall cover up to API 10000PSI valves. The valves unqualified by the FE(Fugitive Emission) Certificate.  If the bid documents cannot do not have this type approval certificate, the bidder must promise: shall be carried out FE production acceptance test as per ISO15848-2. And the test valves selected shall qualify all valves as per ISO15848-1.FE test procedure and test report issued by an independent authority shall be submitted.


3、业绩要求：
Requirement for Bidder's reference:
投标人应具备自2012年1月1日至2016年12月31日期间能够覆盖本项目（压力等级在 CL150 到API10000psi 之间、尺寸在 1/2"到 2"之间）的在海洋环境项目（海洋环境指海上平台或者海船等海上设施）销售业绩。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、制造商名称、使用环境、压力等级和尺寸技术要求。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、制造商名称、使用环境、压力等级和尺寸技术要求，均视为无效业绩。
The bidder shall have the sales performance in marine-environment projects(marine environment indicates offshore facilities like platforms or vessels ), which is able to cover the scope of this project(the pressure level is between CL150 and API10000psi and dimensions between 1/2 "and 2 "),from January 1,2012 thru December 31,2016.
The bidder shall submit the performance form in accordance with the prescribed format and submit the relevant performance documents. The performance documents include but not limited to: copies of sales contracts (including relevant technical attachments) and other supporting documents. The performance documents submitted by the bidder must at least reflect the following contents: the time of signing of the contract, the name of the goods, the name of the manufacturer, the use of the environment, the pressure level and the size technical requirements. Did not submit documents, performance or provided documents can't verify the performance of the contract signing time, name of goods, name of manufacturer, technical requirements, use environment, pressure rating and size will be deemed invalid results.


4. 有兴趣的投标人可通过以下方式获取招标文件：从2017年10月27日开始至2017年11月6日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from October 27, 2017 to November 6, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

5. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月17日上午10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 10:00 am (Beijing Time) on November 17, 2017. Any bid beyond the required time and date shall be subject for rejection.
