1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就“海洋石油201”船能力提升项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of “HYSY 201”Vessel Ability Upgrade Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

规格：A字架上额定钢丝绳张力≥400吨；PLET设计最大重量100吨；PLET长度12米；A字架能力≥400吨；悬挂平台额定负载≥600吨；悬挂平台适应管径4” – 24”；海管悬挂形式：Collar

Specification: Wire SWL for A-frame≥400 ton; PLET maximum design weight:100 ton; PLET Length:12m; A-Frame load capability≥400 ton; SWL hang-off platform≥600 ton; Pipeline range for hang-off platform 4”– 24”; Pipeline hang-off concept: Collar

交货期Delivery Schedule:

境内：合同签订后42周

Cisborder: 42 weeks after the CONTRACT signed (delivery time)

境外: 合同签订后38周

Overseas: 38 weeks after the CONTRACT signed (shipment time)

交货地点Destination of delivery：

境内：广东指定船厂

Cisborder: the appointed shipyard in Guangdong Province

境外：广东指定港口

2. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

A．投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

B．投标人通过ISO9001质量体系认证，并提供有效的质量体系认证证书；

The bidder of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

（2）资质要求及证明文件

Requirements of Certificate of Bidder

承诺在交货时提供出厂试验证书（FAT证书）、ABS证书。

Promised to provide the FAT certificate, ABS certificates when deliver the goods.

（3）业绩要求：

Requirement for Bidder's reference:

2017年1月1日前具有不少于2台（套）应用于海洋环境项目（海洋环境指海上平台或者海船），不小于300吨张力舷侧下放系统成功应用的业绩。

Before January 1st 2017, the Bidder shall have at least 2 sets successfully operated references of minimum 300T PLET lowing system in offshore project(offshore project shall mean offshore platform or seacraft).

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件），和用户盖章的证明文件

投标人所提交的合同必须至少体现以下内容：货物名称、供货数量、使用环境、额定钢丝绳张力。用户盖章的证明文件必须至少体现已成功运行时间。

未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境、额定钢丝绳张力、成功运行时间，均视为无效业绩。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents sealed by Enduser. The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, Wire SWL . Evidentiary documents sealed by Enduser shall at least demonstrate the successful operation time.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, Wire SWL, successful operation time, the relevant reference will be deemed unvalid.

3. 有意向的投标人可通过以下方式获取招标文件：从2017年11月17日开始至2017年11月27日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Nov.17, 2017 to Nov.27 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年12月13日上午10:00（北京时间）前递交至天津市滨海新区天津港保税区海滨十五路199号海工大厦3楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 3rd floor meeting room, COOEC Tower, No.199, Haibin 15th Road, Tianjin Port Free Trade Zone, 300461, P.R.C at or before10:00 am (Beijing Time) on Dec. 13, 2017. Any bid beyond the required time and date shall be subject for rejection.

5. 开标时间：2017年12月13日上午10:00（北京时间）
