1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司曹妃甸作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：应急柴油发电机
（1） CEPI平台，1套，功率1200KWe；
（2） CEPJ平台，1套，功率1000KWe。
交货期：
国内交货要求: 2018年10月1日到达山东青岛买方指定地点

国外交货要求: 2018年9月15日到达青岛港
交货地点：（境内货物）山东青岛买方指定地点
（境外货物）CIF青岛港
2.资格标准：
投标人所投标的应急柴油发电机组应为制造厂家的成熟产品，买方不接受新试制产品。投标人应具有至少2个项目（功率≥1000kwe）在海洋环境条件下（海洋石油平台、FPSO）运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。
投标人为本项目选配的柴油机和其驱动的发电机应为制造厂家的成熟产品，买方不接受新试制产品。其中柴油机作为发电机（不小于1000kWe）驱动设备提供至少2个项目在海洋石油平台或FPSO 上成功运行2 年的业绩；发电机应有2个项目（不小于1000kWe）在海洋石油平台或FPSO 上成功运行2 年的业绩。
应急柴油发电机组需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对应急柴油发电机组设备整体进行检验并获得检验证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2017年11月24日开始至2017年12月1日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年12月20日9:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304室。
5. 开标时间：定于2017年12月20日9:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
6. 开标地点：北京市东城区东直门外小街6号海油大厦3层304室。
7. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

Project: CFD11-1/11-6 OIL FIELD DEVELOPMENT ADJUSTMENT PROJECT

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited CFD Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Emergency Diesel Engine Generator Skid
CEPI Platform: One (1) set, Power: 1200KWe;
CEPJ Platform: One (1) set, Power: 1000KWe.
Q’ty: Two（2） sets
Delivery Schedule:
From within PRC: October 1, 2018 of Construction Site of Qingdao, Shandong, P.R.China.
From outside PRC: September 15, 2018 of Qingdao Seaport, P.R.China.

2. Qualification Requirements:

The Emergency Diesel Engine Generator Skid provided by VENDOR shall be the mature products of the manufacturers, The newly trial products would not been accepted. The VENDOR shall have at least 2 projects (Capacity≥1000kwe) of two years or more of successful performance( commissioning/approval report date of signature OR Running time proof document of user) of the in the marine environment（offshore oil platform or FPSO）, The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation.
The DIESEL ENGINE and GENERATOR that VENDOR selected should be the manufacturer's standard products, The product which is newly trial-manufacture is inacceptable. The DIESEL ENGINE that at least 2 projects（capacity: 1000kwe or above） drive equipment had successfully operated in offshore oil platform or FPSO for two years. The GENERATOR that at least 2 projects (capacity: 1000kwe or above) had successfully operated in offshore oil platform or FPSO for two years.
The Emergency diesel engine generator skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Emergency diesel engine generator skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.

5. Bids will be opened in the presence of bidders' representatives who choose to attend at 13:30 p.m. (Beijing time) on December 20, 2017 at Room 304, 3rd Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
