1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就东方13-2气田群开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：海管泄露监测系统
数量：1套。
交货期：1）关境内供货：不晚于2018年5月15日；2）关境外供货：不晚于2018年5月5日。
交货地点：1）关境内供货：广东省珠海市买方建造现场；2）关境外供货：中国广东省珠海港
2．业绩和资格要求：投标人所投设备具有在海底管道上至少有2套成功运行的应用业绩，并提供合同复印件和设备产品机型稳定运行良好的用户运行证明文件，含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息。
3．主要技术要求：
1）海管泄漏监测系统（LDS）通过对中控系统OPC服务器传来的实时管线数据驱动实时模型运行，并对现场仪表数据和动态仿真数据进行比较，来检测可能的管线泄漏，对泄漏进行定位，计算泄漏量以及泄漏累积量，确保管线泄漏时及时发现，减少事故损失；
2）海管泄漏监测系统应可以作动态和静态的泄漏报警，即在输送或停输状态下均可进行泄漏检测；
3）系统软件应具备气体的泄漏检测能力；
4）系统天然气组分库应具备30种以上组分。
4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2017年11月28日开始至2017年12月05日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年12月19日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2017年12月19日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1. Procurement& Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Delivery schedule: 1) Goods Offered from within PRC Customs Territory: No Later than May 15th, 2018; 2) Goods Offered from outside PRC Customs Territory: No Later than May 5th, 2018.
Destination of delivery: 1) Goods Offered from within PRC Customs Territory:Buyer’s Construction site at Zhuhai City, Guangdong Province, P.R. China; 2) Goods Offered from outside PRC Customs Territory: Zhuhai Port, Guangdong Province, P.R. China
2. Qualification requirement: At least two sets of the equipment bidder bidding for shall have been used under subsea pipeline environment. Bidder shall provide copies of contracts（orders） and documentary evidenceproving that the equipment have been in stable operation. Such documentary evidence shall include information such as the name of equipment, main technical parameters of the equipment, user list, the country (region) where users’ locations belong to, etc.
3.Main technical requirement:
1) Leak monitoring system (LDS) based on the pipeline real-time control system OPC pipeline data server to drive real-time model operation, the field instrumentation data and simulation data are compared to detect the possible pipeline leakage, locate the leak, the calculation of leakage and leakage to ensure the accumulation of pipeline leakage in time found, reduce accident loss.
2) The leak monitoring system shall be able to alarm both under dynamic and static status, that is, under the condition of transmission or shutdown, leakage detection can be carried out.
3) System software all have the ability to detect gas leakage.
4) The system of natural gas components should have 30 or more components.
4.
