1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

货物名称：湿气压缩机

数量：2台

货物描述：电机驱动压缩机橇安装在HY1-1CEP上甲板，电机驱动离心压缩机，电机采用变频驱动，变频柜安装在变频柜房间。压缩机规格：流量不低于118.24x10⁴Sm³/d，入口压力3200kPaA，出口压力：7059~9865kPaA。）

交货期及交货地点：

a) 从中华人民共和国关境内提供的货物：2019年2月28日前至浙江省舟山市定海区老塘山一期码头中海油舟山基地

b) 从中华人民共和国关境外提供的货物：2019年1月5日前工厂交货

2.资格标准：

所有电驱天然气压缩机组及其电机、齿轮箱应是卖方的标准产品，本次投标制造厂（原产地）电机驱动离心压缩机橇至少有两套以上的产品(变频电机驱动天然气离心压缩机组：电机能力≥3000 KW；VFD 能力≥3000 KW)，在海洋环境（海上平台或FPSO）条件成功地运行了2 年及以上的业绩，并提供带有技术参数的合同复印件或良好的用户运行证明（证明良好运行2 年及以上，并带有主要技术参数）文件，含用户名单、用户所在地国家（地区）等信息。卖方须向买方提供新的未使用过设备，新试制产品不予接受。

变频驱动器应是卖方的标准产品，本次投标的变频器制造厂（原产地）至少有两套以上的变频器产品(能力≥3000 KW)成功地运行了2 年及以上的业绩，并提供带有技术参数的合同复印件或良好的用户运行证明文件（证明良好运行2 年及以上，并带有主要技术参数），含用户名单、用户所在地国家（地区）等信息。卖方须向买方提供新的未使用过设备，新试制产品不予接受。

压缩机橇的驱动电机应是供应商的标准产品，本次投标的电机制造厂（原产地）至少有两套以上的产品(电机能力≥3000 KW，Exp及以上级别的防爆电机，防护等级≥IP56)，在海洋环境（海上平台或FPSO）条件成功地运行了2 年及以上的业绩，并提供带有技术参数的合同复印件或良好的用户运行证明文件（证明良好运行2 年及以上，并带有主要技术参数），含用户名单、用户所在地国家（地区）等信息。卖方须向买方提供新的未使用过设备，新试制产品不予接受。

天然气压缩机橇应该是船用或是海洋平台产品，在海洋环境运行，供应商应自费完成检查、试验并获得COOOSO 认可的认证机构（ ABS/DNV/Lloyd’s/BV/CCS)之一的船检证书。

3.有兴趣的合格投标人可通过以下方式获取招标文件: 从2017年11月28日至2017年12月5日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年12月19日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦428会议室。

5. 开标时间：定于2017年12月19日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦428会议室。

Project: Wet Gas Pre-Compressor Skids for Pingbei and Huangyan Oil&Gas Field (PBHY Phase I) Development Project

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Wet Gas Pre-Compressor Skids

Quantity: Two sets

Description of Goods: The Electrical Motor Driven Compressor Skids will be installed on the upper deck of the HY1-1CEP platform. The compressor shall be Centrifugal Type Compressor.All the Electrical Motor Driven Compressors shall be driven by variable frequency motor. The VFD will be installed in the variable frequency drive room. The flowrate of one set compressor shall be no less than 118.24 x 104 Sm3/d.Inlet pressure:3200kPaA;Discharge pressure :7059~9865kPaA.）

Delivery Schedule:

a) Goods offered from within P. R. China: Delivered on or before February 28^th,2019 to CNOOC (Zhoushan) Energy Logistics Co., Ltd: No 1 Lao tang shan Wharf, Dinghai , Zhoushan, Zhejiang Province P.R China.

b) Goods offered from outside P. R. China: Delivered Ex-Works on or before January 5^th, 2019.

2. Qualification Requirements

The Electrical Motor Driven Gas Compressor Skids with motors and gear boxes shall be standard product of VENDOR, and model of compressors have at least two centrifugal Compressor sets(VFD MOTOR driver Gas centrifugal Compressor Skids :Motor power ≥ 3000 kW,VFD capacity ≥3000 kW) in successful operation oftwo years offshore(offshore platform or FPSO) service of comparable size and dutythat where built at the proposed point of manufacture, provide the copy of the contract(contracts with technical parameters) or user's evidence(evidence with technical parameters) for the equipment operation for 2 years (including), with the user's name, location etc. Vendor shall provide Purchaser the new, unused prototype and trial-manufacture is unacceptable.

The VFD(Variable frequency drives) shall be standard product of VENDOR, and at least two VFD(capacity ≥ 3000 kW) in successful operation of two years of comparable size and duty that where built at the proposed point of manufacture, provide the copy of the contract(contracts with technical parameters) or user'sevidence(evidence with technical parameters) for the equipment operation for 2 years (including), with the user's name, location etc. Vendor shall provide purchaser the new, unused prototype and trial-manufacture is unacceptable.

The Electrical Motor for Compressor Skids shall be standard product of VENDOR,and at least two Electrical Motors (Motor power ≥ 3000 kW，Type of Ex-protection≥Exp, Protection grade≥IP56) insuccessful operation of two years offshore(offshore platform or FPSO) service ofcomparable size and duty that where built at the proposed point of manufacture, provide the copy of the contract(contracts with technical parameters) or user'sevidence (evidence with technical parameters)for the equipment operation for 2 years (including), with the user's name, location etc. Vendor shall provide Purchaser the new, unused prototype and trial-manufacture is unacceptable.

The gas compressor package shall be suitable for offshore platform application, and the VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by

COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.

3. All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from November 28, 2017 to December 5, 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy. 5. Time and place of Bid Opening：Bids will be opened in the presence of bidders' representatives who choose to attend at 10:30 a.m. (Beijing time) on December 19, 2017 at the Meeting Room 428, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
