2. 对投标人的资格和业绩要求：
2.1 资格要求：
2.1.1. 本次所投产品的制造商应通过 GB/T19001、ISO9001或者API Q1的质量管理体系认证，并出具有效证书。
2.1.2. 本次所投产品的制造商应提供会计师事务所审计的企业近三年（2014～2016年）审计报告及相应财务报表（至少包括资产负债表、损益表、现金流量表，近三年每年销售额 1000万元）。
2.1.3．如果投标人为代理商，除提供2.1.1款所要求的文件外，还应提供所投货物制造商同意其为本次投标提供该货物的合法授权书。.
2.2 资质要求及证明文件
2.2.1非 API10000psi阀门 ：
2.2.1.1. 本次所投产品的制造商具有特种设备制造许可证书(压力管道元件)，API 6D证书，并出具有效证书。.
2.2.1.2. 在交货时，所有阀门应由第三方检验机构（CCS,ABS,DNV,LR或BV）检验和见证，产品认证，并提交由第三方检验机构颁发的检验报告。
2.2.1.3. 本次所投产品的制造商须具有阀门承压组件（例如阀体，阀座及球等）制造商的相关资质（ISO9001或TS质量管理体系证书），并出具有效证书。
2.2.2 API10000PSI阀门：
2.2.2.1 本次所投产品的制造商须具有API 6A证书，并出具有效证书
2.2.2.2. 在交货时，所有阀门应由第三方检验机构（CCS,ABS,DNV,LR或BV）检验和见证，产品认证，并提交由第三方检验机构颁发的检验证书。
2.2.2.3. 本次所投产品的制造商须具备阀门承压组件（例如阀体，阀座及球等）制造商的相关资质（ISO9001或TS质量管理体系证书），并出具有效证书。
2.2.2.4 逸散性能要求
所有10000psi的阀门满足ISO 15848-1 class B或者TA-LUFT的要求，并提供由第三方检验机构（CCS,ABS,DNV,LR或BV）出具的ISO 15848-1 class B或者TA-LUFT型式认可证书。如果没有此证书，需按ISO15848-2的要求进行逸散性试验，并提供由第三方检验机构（CCS,ABS,DNV,LR或BV）出具的检验程序和检验报告。
2.3 业绩要求：
投标人应具备自2012年1月1日至2017年1月1日期间，具有应用于海洋环境项目，包括：平台、船舶、近海设施（近海设施 指 岛上油气设施、近海陆地终端、近海油气处理厂、近海LNG处理厂等），且能够满足本项目 最大尺寸（2”）和最大压力等级（API 10000psi）技术要求的销售业绩.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、制造商名称、使用环境、压力等级和尺寸技术要求。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、制造商名称、使用环境、压力等级和尺寸技术要求，均视为无效业绩。

4. 有兴趣的合格投标人可通过以下方式获取招标文件：从2018年1月17日开始至2018年1月24日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
5. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年2月7日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co., Ltd. (hereinafter referred to as “Tenderer” ), intends to purchase the Goods and the relevant services required under the DF13-2 GAS FIELDS DEVELOPMENT PROJECT by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
Name of Goods: Duplex Steel Except Ball Valve
Delivery Schedule : : 4 months after the bid is issued.

Project Overview: Offshore Oil Engineering Co., Ltd., DF13-2 GAS FIELDS DEVELOPMENT PROJECT, EXCEPT BALL VALVES of duplex stainless steel.
Project location: Zhuhai ，China – COOEC-Fluor Heavy Industry Co., Ltd.（Zhuhai）
Source of funds: Self-Financing.

2.Requirements for Qualification and reference of Bidder:
2.1. Requirements for Qualification of Bidder：
2.1.1 The manufacturer of this product shall be certified by GB/T19001, ISO9001 or API Q1 quality management system and provide valid certificate.
2.1.2. The bidder shall provide certified public accountants audit of enterprises in nearly three years (2014 ~ 2016) audit reports and financial statements (including at least the balance sheet, income statement, the cash flow statement, nearly three years annual sales of 10 million yuan )
2.1.3. If the bidder is an agent, in addition to providing the required documents required by 2.1.1, it shall also provide a legal authorization for the goods manufacturer to agree to provide the goods for this bid..
2.2. Requirements of Certificate of Bidder ：
2.2.1. Except API 10000PSI valves
2.2.1.1. The manufacturer of this product shall have special equipment manufacturing license (pressure piping component), API 6D certificate and provide valid certificate.
2.2.1.2. As deliver the valves, all valves shall be inspected and witnessed by third party(CCS, ABS, DNV, LR or BV)，and inspection reports issued by the third party shall be submitted.
2.2.1.3. The manufacturer of this product shall have the relevant qualifications of the manufacturer of valve pressure components (e.g. body, seat and ball) ( ISO 9001 or TS certificate quality management system )and provide valid certificate.
2.2.2.2. API 10000PSI valves：
2.2.2.1. The manufacturer of this product must have API 6A certificate and provide valid certificate.
2.2.2.2. As deliver the valves, all valves shall be inspected and witnessed by third party(CCS, ABS, DNV, LR or BV)，and inspection certificates issued by the third party shall be submitted.
2.2.2.3. The manufacturer of this product shall have the relevant qualifications of the manufacturer of valve pressure components (e.g. body, seat and ball) ( ISO 9001 or TS certificate quality management system) and provide valid certificate.
2.2.2.4. Fugitive Emission Performance
The valve shall have a design proven in accordance with ISO 15848-1 class B or TA-LUFT and certificate endorsed by independent third party shall be provided by supplier. The certificate shall cover up to API 10000psi valves. The valves unqualified by the FE(Fugitive Emission) Certificate shall be carried out FE production acceptance test as per ISO15848-2. And the test valves selected shall qualify all valves as per ISO15848-1.FE test procedure and test report issued by an independent authority shall be submitted.
2.3 Requirement for Bidder's reference:
The bidder shall have the sales performance in the marine environment project，Including: platforms, ships and offshore installations (offshore facilities： Oil and gas facilities on the island, Offshore land terminal, offshore oil and gas processing plants, offshore LNG plant, etc.), To meet the maximum size of the project ( 2 ") and the maximum pressure rating (API 10000psi) technical requirements , and ,from January 1, 2012 to January 1, 2017 of sales.
The bidder shall submit the performance form in accordance with the prescribed format and submit the relevant performance documents. The performance documents include but not limited to: copies of sales contracts (including relevant technical attachments) and other supporting documents. The performance documents submitted by the bidder must at least reflect the following contents: the time of signing of the contract, the name of the goods, the name of the manufacturer, the use of the environment, the pressure level and the size technical requirements. Did not submit documents, performance or provided documents can't verify the performance of the contract signing time, name of goods, name of manufacturer, technical requirements, use environment, pressure rating and size will be deemed invalid results.
