项目概况与招标范围

项目概况：	Service Description: Purchaser will demand 1 set of portable saturation diving system, The work schedule is expected from April 2018 to March 2019, within which there are 135 working days Firm Hire Period + 30days option + other extension, See Section IV Technical Requirement for more details. The main work scope is about Spool & Riser installation, flexible pipeline tie-in and jumper installation, mooring line installation and other works beyond plan.Project Locations are in South China Sea and Qatar.

投标人资格要求

资格要求：Qualification requirements for Bidder：
★Bidder shall provide Saturation Equipment ownership Statement, if the Equipment is from third subcontractor, unique Authority by the third subcontractor shall be provided .
★BIDDER’s Saturation diving system shall be class certificated by ABS or DNV or BV or GL and shall meet the requirement of current IMCA guidelines.
★BIDDER’s Saturation diving system shall be 300msw system and suitable for 30bar and shall provide continuous 3 men bell diving operations during a 24 hour period（12 men chamber and 3 men bell minimum).
★BIDDER’s Saturation diving system HRC or SPHL shall satisfy for at least 12 divers emergency escape, and the HRC or SPHL shall provide life support not less than 72 hour.
★BIDDER’ s Saturation diving system working divers excursion umbilical shall be 60m minimum, the umbilical length of bell man/ standby divers shall be 2 meters greater than working divers.
★BIDDER’s Saturation diving system and SPHL/HRC working environmental temperature shall be capable to operate in the environmental conditions from +40℃ to -10℃ minimum.
★BIDDER’s Saturation diving system shall be suitable for DSVs of company , the main deck space utilization, thrusters, power, water, compressed air supply and other main factors shall be considered.
★The saturation diving personal shall be competent and certified for offshore work (medical certificates/offshore safety & survival training certificates/a comprehensive safety matrix for diving team etc

业绩要求：Experience requirements for Bidder： ★The bidder should have at least three SATURATION DIVING SERVICE working achievement before 2018. Bidder should provide evidence such as contract pages (without confidential information) to support bidder’s track record. ★BIDDER’s Saturation diving system shall be less than 15 years old. ★BIDDER’s Saturation diving system shall be incident & accident free within last 10 years. ★The saturation divers should have a minimum 3 years relevant work experience.

财务状况、信誉及相关人员应满足本项目的需要

本次招标接受联合体投标。联合体投标的，应满足下列要求：

Joint Bidding is acceptable. A Bidder may be a natural person, private entity, government-owned entity or any combination of them with a formal intent to enter into an agreement or under an existing agreement in the form of a Joint Venture (JV). In the case of a JV: (a) all parties to the JV shall be jointly and severally liable; and (b) a JV shall nominate a Representative who shall have the authority to conduct all businesses for and on behalf of any and all the parties of the JV during the bidding process and, in the event the JV is awarded the Contract, during contract execution.

技术成果经济补偿

本次招标对未中标人投标文件中的技术成果不给予经济补偿。
