1．中国海洋石油集团有限公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就文昌13-2油田综合调整开发项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

2．业绩和资格要求：所提供的原油发电机组及原油处理系统应是制造厂的标准产品，并且至少有两套的类似的产品（≥5500KWe）在海洋平台成功地运行了至少两年的业绩，并提供合同复印件及设备产品机型稳定运行2年（含2年）以上良好的用户运行证明文件，含用户名称、用户所在地国家（地区）等信息。未经使用的新试制产品, 买方是不能接受的。

3．主要技术要求：（1）厂家应提供2台套双燃料（原油和柴油）原油发电机组；（2）双燃料（原油和柴油）原油发电机组现场连续净输出功率应不低于5500kWe@（45℃，EL.+33.0m）；（3）原油发电机组要适用于发电机组数据表中附录I & II 的燃料要求；（4）原油发电机组及原油处理系统应取得国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的任意一家第三方认证机构的证书（国际船级社DNV, BV, ABS, CCS and LLOYD’S）；（5）发电机额定电压、功率因数、频率、相数，接地情况、IP等级为：6.3KV,（滞后） 0.8、50Hz、3Ph、3 W、中性点绝缘、IP44；（6）原油发电机组及辅助设施设计使用寿命20年。

4.资金来源：企业自筹，资金已落实。

5．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2018年2月26日开始至2018年3月7日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。

6．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2018年3月20日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308号会议室，在此时间后收到的投标文件恕不接受。

7．开标时间：定于2018年3月20日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1.Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

2.Qualification requirement: The Crude Oil Engine Generator sets and crude oil treatment system shall be the regular product of SUPPLIER, and at least two similar sets(≥5500kWe) in successful operation of two years offshore platform service that where built at the proposed point of manufacture, provide the copy of the contract and user’s evidence for the equipment operation for 2 years (including), with the user’s name, location etc. Unused prototype equipment shall not be acceptable.  


3.Main technical requirement:(1)Two (2) individual dual fuel (crude oil and diesel) Crude Oil generator skids will be supplied by SUPPLIER;(2)The rated continuous output power of each Crude Oil（crude oil and diesel） Engine Generator set is at least 5500kW under work site condition (13℃~45℃,EL.+33.0m);(3)The Crude Oil Engine Generator sets shall be suitable to the fuel which states in data sheets (BD-DDS-WHPB-MA-1001，APPENDIX I & II), and output power should not be dropped;(4)The Crude Oil Engine Generator sets and crude oil treatment system shall obtain the product certificate awarded by any one third party international classification societies （DNV, BV, ABS, CCS and LLOYD’S） approved by the China Offshore Oil Operation Safety Office (COOOSO) under the State Administration of Work Safety;(5)The rate voltage,power factor, frequency,phase,earthing insulation,IP(at least): 6.3kV,PF（lag） 0.8, 50Hz, 3Ph, 3 wire，neutral inulation,IP44;(6)The design work life for crude oil generator sets and auxiliaries should be 20 years in an exposed offshore location.


4.Sources of funds: self-financing by enterprises; Implementation of funds: implemented.
