1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，邀请合格投标人就崖城13-1管道高栏支线项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：关断阀
数量：气动关断阀：1台；电动开关阀：4台
交货期：2018年7月30日
交货地点：湛江市坡头区南油一区海工建造场地 / CFR 中国湛江港
2.项目资金已落实，且不接受联合体投标。
3．业绩和资格要求：投标人所投阀门（24寸，磅级为1500#）具有近十年内在海上油气田至少有2套成功运行2年（含）以上的应用业绩，并提供合同复印件和设备产品机型稳定运行2年（含）以上良好的用户运行证明文件，含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息。
4．主要技术要求：1、阀门压力等级：600＃－1500＃；2、阀门口径：16“－24”；3、阀门连接方式：RF、RTJ；4、阀体材质：碳钢、A182 F51；5、阀内件材质：A182 F51；6、电动执行机构的防爆等级不低于Exd ⅡBT4，防护等级不低于IP65。
5．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2018年3月8日开始至2018年3月16日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币，售后不退。
6．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2018年4月3日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426号会议室，在此时间后收到的投标文件恕不接受。
7．开标时间：定于2018年4月3日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

2.The Source of Funds have been implemented, and The Joint Bids is not available.
3.Qualification requirement:The bidder's shutdown valves（24"，1500#） which have been run successfully for more than 2 years (inclusive) in two project of offshore oil or gas fields . the bidder should provide a copy of the contract and the stability of the operation of the certificate (such as the final receipt of the certificate or the final commission report or user operating certificate, etc.) to prove the performance. Supporting documents need to include the products list, the main technology Parameters, user name, user location country (region) and other information).
4.Main technical requirement:1、Valve pressure rating: 600 # - 1500 #；2、Valve caliber: 12 "-18"；3、Valve connection: RF, RTJ；4、Valve Body material: carbon steel, A182 F51；5、Valve interior material: A182 F51；5.Electric actuators explosive-proof grade not under Exd Ⅱ BT4, protection grade not below IP65.
