1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就流花16-2油田群开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LiuHua16-2 Oilfield Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；(如果制造商为联合体,所有联合体成员均需满足此项要求.)
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification. (if the manufacturer is a Joint Venture, all members are required to meet this requirement.)
B． 如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid
（2）资质要求及证明文件
Requirements of Certificate of Bidder
国内制造商需提供压力容器制造许可证书或ASME U 钢印证书，国外制造商需提供ASME U 钢印证书（如果制造商为联合体，联合体成员中负责压力容器制造的一方需满足此项要求）；
Manufacture License of Special Equipment Prople’s Republic of China or ASME U stamp Certificate shall be required for Hydrocyclone Skid manufacturer, copy of certificates shall be provided in tenderer’s proposal.(ASME U stamp Certificate shall be required only for the Hydrocyclone Vessel are designed and manufactured according to ASME standard) (if the manufacturer is a Joint Venture, the pressure vessel manufacturing party of the Joint Venture shall meet this requirement.)
（3）业绩要求：
Requirement for Bidder's reference:
★投标人提供的制造商的水力旋流器应具有不少于2台（套）应用于FPSO或PLATFORM海上设施，均满足水力旋流器生产水处理能力不低于200m3/h，水中含油量处理效率不低于85% 或水中含油量出口水中含油量不高于150 mg/L,的技术要求,调试完成时间不晚于2016年5月31日的业绩，不接受新研发制造的产品。（如果制造商为联合体，联合体成员中负责提供工艺性能保证的一方需满足此项要求）
★投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和用户或第三方签署的成功运行证明文件（或调试报告）；或2) 用户或第三方签署的成功运行证明文件（或调试报告）。
★投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境（应用于FPSO或PLATFORM海上设施）、水力旋流器生产水处理能力不低于200m3/h，水中含油量处理效率不低于85% 或水中含油量出口水中含油量不高于 150 mg/L,的技术要求、调试完成时间。
★未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境（应用于FPSO或PLATFORM海上设施）、水力旋流器生产水处理能力不低于200m3/h，水中含油量处理效率不低于85% 或水中含油量出口水中含油量不高于 150 mg/L,的技术要求,调试完成时间，均视为无效业绩。
★如投标人为代理商，需已完成至少一次与本次所投品牌相同的供货业绩，并提供证明文件，包括能够体现代理商和制造商信息的供货合同复印件和交货收货记录。
★The bidder’s manufacturer shall have at least two (2) sets commissioning completion time no later than May 31th, 2016 references of Hydrocyclone for FPSO or Platform offshore facilities, which all meet the technical requirements of Design flowrate no less than 200 m3/h, Oil Removal Rate≥ 85% or Outlet OIW Content below 150 mg/L, prototype equipment shall not be acceptable. （if the manufacturer is a Joint Venture, the member who is responsible for providing process performance guarantee shall meet this requirement.）
★The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : 1) copies of sales contract(including technical appendix) and a certificate notice signed by End user or a third party classification society to verify its authenticity(or commissioning report); or 2) A certificate notice signed by End user or a third party classification society to verify its authenticity(or commissioning report).
★The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance(FPSO or PLATFORM offshore facilities), technical requirements of Design flowrate no less than 200 m3/h, Oil Removal Rate≥ 85% or Outlet OIW Content below 150 mg/L, commissioning completion time.
★If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance(FPSO or PLATFORM offshore facilities), technical requirements of Design flowrate no less than 200 m3/h, Oil Removal Rate≥ 85% or Outlet OIW Content below 150 mg/L, commissioning completion time, the relevant reference will be deemed invalid.
★If the Bidder is an agent, shall had completed at least once supply of the same brand product, and provide supporting documents, which are including both supply contract copy showed information of manufacturer and its agent, and records of delivery and receiving of the goods.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年6月13日开始至2018年6月20日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from June 13th, 2018 to June 20th, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年7月5日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on July 5th, 2018. Any bid beyond the required time and date shall be subject for rejection.
