1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司上海分公司（以下称为“招标人”）委托，就X射线实时饱和度监测系统购置项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited,Shanghai Branch (hereinafter referred to as “Tenderer” ), intends to purchase the Goods and the relevant services required under the project of X-ray real-time saturation monitoring system by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

规格：耐压≥ 10000psi，耐温≥ 150 °C，可使用岩心直径1＂和1.5＂，岩心长度: 4＂--12＂

交货期 Delivery Schedule:
境内：合同签订后7个月

2. 对投标人的资格和业绩要求：

2.1、资格要求：
Requirements for Qualification of Bidder
如果投标人为代理商，还应提供所投货物制造商同意其为本次投标提供该货物的合法授权书。
If the bidder is an agent, a legal authorization certificate issued by the manufacturer to agree to provide the goods through the bidder for this bid.
2.2、资质要求及证明文件：
Requirements of Certificate of Bidder
投标人应提供证明文件或其它相关材料说明其货物在境内有售后服务；
Provide evidence documents or other relevant materials that the bidder's goods should have after-sales service within China.

3、业绩要求：
Requirement for Bidder's reference:
投标人需具有自2007年1月1日至2017年12月31日期间能够覆盖本项目（最高耐压不小于9500psi，最高耐温不小于150℃）的至少1套X射线实时饱和度监测系统的销售业绩。
The Bidder shall have sales references of at least one set of X-ray real-time saturation monitoring system that covers this project (maximum pressure no less than 9500psi, maximum temperature no less than 150°C) from January 1, 2007 to December 31, 2017.

4. 有兴趣的投标人可通过以下方式获取招标文件：从2018年7月31日开始至2018年8月7日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from July 31, 2018 to Aug. 7, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

5. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年8月24日上午9:30（北京时间）前由投标人派人递交至北京市东城区东直门外小街6号海油大厦3楼308号会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to meeting room No.308, 3rd. floor, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on Aug 24, 2018. Any bid beyond the required time and date shall be subject for rejection.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com), China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
