1.中化建国际招标有限责任公司（以下简称：招标代理机构）受深圳海油工程水下技术有限公司（以下简称：招标人或采购人）委托，就深圳海油工程水下技术有限公司:饱和潜水系统采购进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

境内投标人：饱和潜水整套系统需要在签订合同后的52周之内到达中华人民共和国广东省深圳赤湾石油基地码头，或蛇口集装箱码头（SCT码头）；
境外投标人：饱和潜水整套系统需要在签订合同后48周内从发货港发出，海运至中华人民共和国广东省深圳赤湾石油基地码头，或蛇口集装箱码头（SCT码头）（CIF INCOTERMS 2010）；
交货地点：
境内：中华人民共和国广东省深圳赤湾石油基地码头，或蛇口集装箱码头（SCT码头）；
境外:CIF 中华人民共和国广东省深圳赤湾石油基地码头，或蛇口集装箱码头（SCT码头）；
2. 对投标人的资质/业绩要求：
2.1 资质要求
2.1.1 投标人应是12人300米饱和潜水系统的实际制造商，允许联合体投标。
2.1.2 投标人必须是IMCA会员企业。
2.1.3 投标人承诺所提供的饱和潜水系统需满足DNV GL对DSV或DSV-SAT符号认证的要求。
2.2业绩要求
2.2.1 2008年1月1日至2018年1月1日，投标人应交付过不少于五套完整的集成式12人300米（或者更大的）饱和潜水系统，并成功安装潜水系统集成到船上。所交付的饱和潜水系统应已取得DNV GL船级社入级证书。投标人需提供相应的业绩文件供核实。
2.2.2 如果投标人是联合体，则投标人须提供联合体协议书，联合体成员之间需要提名1家为牵头人。联合体中系统制造商须满足招标公告的资质要求以及上述业绩要求，并提供如上业绩证明文件。
2.2.3 投标人应列出饱和潜水系统主要设备的生产厂家，包括潜水钟、高压生活舱、绞车、环控系统、饱和控制系统，高压逃生艇。要求选定的设备生产厂家在过去十年（2008年1月1日-2018年1月1日）内生产并已在类似饱和潜水系统使用的业绩不少于5套，并提供业绩证明文件。
3. 有兴趣的投标人可通过以下方式获取招标文件：2018年7月31日开始至2018年8月10日止(北京时间)，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年8月27日14：00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层418号会议室。在此时间后收到的投标文件恕不接受。
5.开标时间：2018年8月27日14：00（北京时间）。

7.参与本项目的投标人应在中海油采办业务系统（https://buy.cnooc.com.cn）进行注册等程序，否则其投标可能被拒绝。

1. CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by COOEC SUBSEA TECHNOLOGY CO., LTD. (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase 12-MAN 300MSW SATURATION DIVING SYSTEM with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
Name of Goods: 12-MAN 300MSW SATURATION DIVING SYSTEM
Quantity: 1 Set
Delivery Schedule:
Bidders within P. R. China Custom Territory: the complete set of saturation diving system shall be delivered to Chiwan Petroleum Supply Base, Shekou, Shenzhen, China or SHEKOU CONTAINER TERMINAL (SCT) within 52 weeks after award of contract;
Bidders outside of P. R. China Custom Territory: the complete set of saturation diving system shall depart for Chiwan Petroleum Supply Base, Shekou, Shenzhen, China or SHEKOU CONTAINER TERMINAL (SCT) from shipping port within 48 weeks after award of contract.(CIF INCOTERMS 2010)；
Destination of Delivery:
Bidders within China: Cargo by Sea freight shall be delivered to Chiwan Petroleum Supply Base, Shekou, Shenzhen, China or SHEKOU CONTAINER TERMINAL, China.
Bidders from Overseas: Cargo by Sea freight shall be delivered to CIF Chiwan Petroleum Supply Base, Shekou, Shenzhen, China or SHEKOU CONTAINER TERMINAL, China.
2. Requirement for Bidder’s qualification and reference:
2.1 Qualification
2.1.1 Bidder shall be the manufacturer of 12-MAN 300MSW SATURATION DIVING SYSTEM EQUIPMENT, Joint Venture Bidding is acceptable.
2.1.2 The BIDDER shall be a member of IMCA.
2.1.3 Bidder shall commit the saturation diving system provided shall comply with the requirements for “DSV” or “DSV-SAT”notation of DNV GL.
2.2 Requirement for Bidder's reference
2.2.1.From 1st January, 2008 through 1st January, 2018, Bidder shall have delivered at least 5 sets of integrated 12-man 300MSW saturation diving system (or greater), and successfully integrated to vessel. The saturation diving system deliveried shall have been classed by DNV GL. Bidder shall provide relevant reference for verification.
2.2.2 If Bidder is Joint Venture, Bidder shall provide Joint Venture Agreement and one party shall be the leading party. Saturation diving system manufacturer shall meet the qualification as stated in Invitation for Bids and aforementioned reference requirements, and provide relevant track record.
2.2.3 Bidder shall list the manufacturer of all main components of saturation diving system, including diving Bell, DDC, Winch, Saturation System Control, Environmental Control System. The equipment manufacturer shall have manufactured at least 5 sets of equipment and used them for saturation diving system from 1st January 2008 to 1st January 2018, and provide the reference for proof.
3. The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from 31 July, 2018 to 10 August, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
4. The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to meeting room No.418,4th Floor，CNOOC Building, No.6 Dongzhimen Wai Xiaojie，Dongcheng，Beijing, PRC before 14:00 (Beijing Time) on 27 August, 2018. Any bid beyond the required time and date shall be subject for rejection.
5. Time for bid opening: 14:00 on 27 August, 2018 (Beijing Time).
