1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就陵水17-2气田开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：透平发电机
项目概况：本燃气透平发电机组将安装于中华人民共和国南海海域陵水17-2气田半潜式平台上。
主要技术要求：1）3 套独立成橇的双燃料（天然气和柴油）燃气透平发电机组。单台机组运行在燃料气模式时发电机端净输出电功率应不小于20MWe。2）发电机：10.5kV、50Hz、3 相3 线。
数量： 3套
交货期：2019年12月25日
交货地点：1）关境内供货：山东省青岛市买方建造场地 2）关境外供货：中国山东省青岛港

2．业绩要求：投标人为陵水 17-2 半潜式平台提供的透平发电机组必须是其成熟产品，买方不接受未经使用的试制产品。透平发电机橇要满足以下要求：近10 年，投标人至少有2套在海上浮式油气生产装置上应用的双燃料透平发电机组业绩。业绩要求中提到的燃气透平发电机组所装配的燃气透平（原动机）须与本次投标的燃气透平型号一致。投标人须提交有效的业绩表和相关证明文件（合同复印件相关章节和用户现场调试报告）。
资格要求：1）不接受代理商投标。2）投标人应采用自有品牌的燃气透平（原动机），投标人需提供产地证明，招标人不接受贴牌产品。3）投标人应自费委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的下列任一家船级社（ABS, Lloyd’s, DNV, BV，CCS）对燃气透平发电机橇整体进行检验并获得检验证书。
3． 有兴趣的合格投标人可通过以下方式获取招标文件：
从2018年8月6日开始至2018年8月13日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户， 开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。 支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2018年8月28日上午10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306号会议室，在此时间后收到的投标文件概不接受。
5．开标时间：定于2018年8月28日上午10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦3层306号会议室。
6. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Gas Turbine Generator
Description: The Gas Turbine Generator Skids will be installed on LS17-2 SEMI platform, which located in South China Sea, the People’s Republic of China. Main technical requirement:
2) Generator: 10.5kV, 3Ph, 50Hz, 3wire.
Quantity: 3 sets
Delivery schedule: December 25, 2019
Destination of delivery:
1) Goods offered from within PRC Customs Territory: Buyer’s Construction site at Qingdao, Shandong Province, P.R. China;
2) Goods offered from outside PRC Customs Territory: Qingdao Port, Shandong Province, P.R. China

2. Qualification requirement:
1) Do not accept agent’s bid.
2) Gas turbine driven generator skids the Bidder selected for the LS17-2 SEMI platform should be manufacturer proven products, unused prototype equipment shall not be acceptable, the gas turbine generator skids need to meet below requirements：
In recent 10 years, the Bidder shall have track records of at least 2 sets of the dual fuel gas turbine generator which have applied to the offshore Floating Oil/Gas Production Unit. The gas turbine (engine) model installed on the gas turbine generator units mentioned in the requirements of track records must be same as the gas turbine model in this bidding. The Bidder shall submit valid track records and relevant documentary evidence (relevant chapters copies of contract and commissioning report on user site).
3) The gas turbine set (engine) should be bidder owned brands and bidder shall provide certificate of origin. The PURCHASER does not accept OEM product.
4) The bidder shall at his own cost arrange inspection and obtain final certificate of the gas turbine driven generator skids from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.
3. All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from August 6, 2018 to August 13, 2018 upon non-refundable payment of RMB 2,000 or USD300 for each copy. The bidder to use RMB to purchase the bidding documents should pay online, account transfer will not be accepted. The bidder to use USD to purchase the bidding documents, please transfer to the following account (Beneficiary: CNCCC International Tendering Co., Ltd., Name of Bank: Bank of Communications Beijing Branch Hepingli Sub-branch; USD A/C No.: 110060224146300007037，SWIFT Code: COMMCNSHBJG). 5. Bids will be opened in the presence of bidders' representatives who choose to attend at 10:30 a.m. (Beijing time) on August 28, 2018 at Meeting Room No.306 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
