1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海浙江宁波液化天然气有限公司委托，邀请合格投标人就浙江LNG二期工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：高压泵
数量：5台
交货期：关境外提供的货物于合同签订之日起390日到达中国宁波港，关境内提供的货物于合同签订之日起390日到达浙江省宁波市北仑区郭巨街道白中线峙北段388号浙江LNG接收站业主指定地点
2．业绩和资格要求：
1）投标人必须是具有独立法人资格的高压泵制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一后的营业执照；关境外投标人应提供有效的独立法人证明。
代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
2）财务要求：投标人应提供2015-2017年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。
2015-2017年三年平均净资产：不低于等值1000万元人民币
2015-2017年三年平均资产负债率：小于0.85
3）技术和生产能力要求：高压泵制造商应具有使用LNG介质的全性能低温测试平台（提供以往订单使用LNG截介质的工厂性能测试报告作为证明材料）；生产入口吸入罐的制造商应具有在有效期内的中华人民共和国特种设备制造许可证（压力容器），并提供证书复印件。
4）业绩要求：制造商自2008年1月1日至投标截止之日具有境内LNG接收站（规模不小于200 万吨/年，且已稳定投用）LNG高压泵供货业绩。供货业绩应提供相关证明材料。
相关证明材料包括：合同复印件（应包括合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）和用户反馈意见（包括供货数量、投用时间、运行状况，并加盖用户单位公章或用户代表签字）。无法提供证明材料的业绩为无效业绩。
5）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。
3．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2019年1月11日开始至2019年1月18日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。
4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年2月14日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层428号会议室，在此时间后收到的投标文件恕不接受。
5．开标时间和开标地点：定于2019年2月14日10:00时（北京时间）在北京市东城区东直门外小街6号海油大厦4层428号会议室开标。届时请参加投标的代表出席开标仪式。

Section 5 Invitation for Bids (IFB)
Project: Zhejiang LNG Terminal Project (phase II) High pressure pump

1. CNCCC International Tendering Co., Ltd.(herein after called “Tendering Agent”), for and on behalf of CNOOC Zhejiang Ningbo LNG Co., Ltd.(herein after called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: High pressure pump
Qty: 5 sets
Delivery Schedule:
For goods offered from outside PRC customs territory: arrived at NingboPort,Zhejiang,P.R.China within 390 days from the date of the signing of the contract.
For goods offered from within PRC customs territory: arrived at Zhejiang LNG Terminal Project Site (Address: No. 388,Bai-zhong Line, Guoju Street, Beilun District,Ningbo City, Zhejiang Province,China.) within 390 days from the date of the signing of the contract.
2. Qualification requirement:
1) Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity.
Bidder from within the PRC Customs Territory shall provide valid business license, organization code certificate and tax registration certificate or business license after the integration of the three certificates. Bidder from outside the PRC Customs Territory shall provide valid independent legalentity certificate.
If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.
2) Bidder shall submit 2015-2017 audited financial report issued by auditing agency, including balance sheets, cash flow statement, profit statement.
Average net assets of last three years (from 2015 to 2017): not less than RMB 10,000,000 or quivalent;
Average asset-liability ratio of last three years (from 2015 to 2017): less than 0.85.
3) The manufacturer of high pressure pump shall have cryogenic test platform for full performance of LNG medium, and provide plant performance test report using LNG medium for previous contract orders as evidence. The manufacturer of the imported suction tank shall have the valid PRC special equipment manufacturing license (pressure vessel) and provide a copy of the certificate.
4) Manufacturer shall have LNG receiving terminal within PRC customs territory (The receiving LNG terminal capacity shall not be less than 2 million tons per year and shall have been put into operation) High pressure pump supply references from January 1, 2008 to the deadline of bidding.
The proof materials include the homepage of contract, the signdate page of contract, the delivery date page of contract, the both parties signed and stamped page of contract, the description page of goods scope or work scope, the key pages of main technical parameters, the original copy for reference), the user’s feedback (including quantity supplied, operating time, operating condition, and with user’ s official seal or representative signature) and etc.The performance without certification documents will be treated as invalid performance.
5）Manufacturer shall have the ISO 9001 quality management system certification and the certificate is valid.
3. The interested bidders may obtain the bidding document by the following method: Please login at China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn)on the page of invitation for bid for purchasing bidding document from Jan.11th, 2019 to Jan. 18th 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, bidder can purchase bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of bidding documents which is non-refundable, bidder may download the bidding documents. Bidder fails to purchase bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets(http://www.chinabidding.com/) registered and through the platform review.
4. Bids must be delivered to Meeting Room No.428 of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 10:00 a.m. (Beijing time) on Feb. 14th, 2019. Any bid beyond the required time and date shall be subject for rejection.
5. Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on Feb. 14th, 2019 at Meeting Room No.428 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
