1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海浙江宁波液化天然气有限公司（以下简称“招标人”）委托，邀请合格投标人就浙江LNG接收站二期工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：LNG装船泵

数量：3台

交货期：关境外提供的货物于合同签订之日起390日到达中国宁波港，关境内提供的货物于合同签订之日起390日到达浙江省宁波市北仑区郭巨街道白中线峙北段388号浙江LNG接收站业主指定现场。

2．业绩和资格要求：

l 投标人必须是具有独立法人资格的制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

l 质量管理体系认证：投标人应提供制造商ISO9001质量管理体系认证证书的复印件，且证书在有效期内。

l 业绩要求：制造商自2008年1月1日起至投标截止之日止具有LNG装船泵供货业绩。

供货业绩应提供相关证明材料。相关证明材料包括：合同复印件（应包括合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）、用户联系方式、用户反馈意见（包括供货数量、投用时间、运行状况，并加盖用户单位公章或用户代表签字）。无法提供证明材料的业绩为无效业绩。

l 财务要求：良好。

投标人应提供近三年（2015-2017）审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表，其中：

2015-2017年三年平均净资产：不低于等值1000万元人民币

2015-2017年三年平均资产负债率：小于0.85

3．主要技术要求：

装船泵工艺设计流量2000m3/h，扬程120m，设计压力1.79MpaG，设计温度-196/+60（℃），产品寿命25年。

4．有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年1月14日开始至2019年1月21日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中领购招标文件，不可参加投标。

另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年2月14日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层427号会议室，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2019年2月14日10:00时（北京时间）开标。

7．开标地点：北京市东城区东直门外小街6号海油大厦4层427号会议室。届时请参加投标的代表出席开标仪式。

Project: Zhejiang LNG Terminal Project(phase II) LNG Ship-Loading Pumps

1. CNCCCInternational Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for andon behalf of CNOOC Zhejiang Ningbo LNG Co., Ltd (hereinafter called"Purchaser") invites sealed bids fromeligible bidders for the supplyof following equipment:

Name of Goods: LNG Ship-Loading Pumps

Qty: 3set

Delivery Schedule: Within 390 days from the date of the signing of the contract, Goodsshall be delivered to the delivery place.

Destination of delivery: Owner designated site, Zhejiang LNG Terminal, #388, Zhi-bei Section,Bai-Zhong Line, Guo-Ju Street, Beilun District, Ningbo City, Zhejiang Province,China.

2. Qualificationrequirement:

l Bidder must be manufacturer or agent that have the independent legal personqualification.

Bidder from within thePRC Customs Territory shall provide valid business license, Organization CodeCertificate and tax registration certificate. Bidder from outside the PRCCustoms Territory shall provide valid independent legal entity certificate.

l The Bidder shall have(ISO9001) quality management system certification and the certificate is valid.

l Bidder shall submit 2015-2017audit reports issued by auditing agency, including balance sheets, cash flowstatement, profit statement.

Average net assets in thethree years from 2015 to 2017: not less than RMB 10,000,000 or equivalent;

Average asset-liabilityratio in the three years from 2015 to 2017: less than 0.85.

l From January 1, 2008 to thedeadline for submission of the bid, the bidder shall have supply reference(s)of LNG Ship-loading Pumps. The reference(s) shall be testified by proofmaterials.

The related proofmaterials include: photo copy of each contract (include the homepage ofcontract, the sign date page of contract, the delivery date page of contract,the both parties signed and stamped page of contract, the description page ofGoods scope or Work scope, the key pages of main technical parameters, theconfidential commercial information can be hidden, The original copy forreference), contact information of users, the user’s feedback(include quantitysupplied, operating time, operating condition, and with user’ s official sealor representative signature )and etc. The performance without certificationdocuments will be treated as invalid performance.

3. Maintechnical requirement:

Process design flow rate is 2000m3/h,process operating differential head is 120m, process design Pressure is1.79MpaG, design temperature is-196/+60℃, and the service life shall be 25 years.

4. The interested bidders may obtain the bidding document by the following method: Please login at China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn)on the page of invitation for bid for purchasing bidding document from Jan.14th, 2019 to Jan. 21st 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, bidder can purchase bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of bidding documents which is non-refundable, bidder may download the bidding documents. Bidder fails to purchase bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets(http://www.chinabidding.com/) registered and through the platform review.

5. Bidsmust be delivered to：Meeting Room No.427 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. Chinaforsubmission of bids before 10:00 a.m. (Beijingtime) on Feb.14th, 2019.
