项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。
交货期：
国内交货要求2019年12月15日到达山东青岛买方指定地点，国外交货要求2019年12月1日CIF青岛港。

2.资格标准：
供货商所提供的电动消防水泵应为制造厂家的成熟产品，买方不接受新试制产品。该类型产品（泵送输送介质为海水的立式长轴消防泵机组，排量≥400 m3/h；排出压力≥1300 KPaG ）应具有至少 2个项目在海洋环境条件下（海洋石油平台或FPSO或海岸沿线的码头或油轮）运行（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。
供货商提交的电动消防水泵（现场控制板除外）必须经过FM或UL认证并具有FM或UL认证标志，并在设备交付时提供相应证书。
根据国家经贸部颁发的《海上固定平台安全规则》，电动消防水泵要进行认证检验。制造商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd’s, DNV,CCS，BV）对电动消防水泵设备整体进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年1月16日开始至2019年1月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年2月25日13:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。
5.开标时间：定于2019年2月日14:00时（北京时间）开标。届时邀请参加投标的代表出席开标仪式。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Overview: The new 4 leg platform QHD33-1S WHPA ,which have 12 wells slots (include 4 twinhole-in-monobore,  total  16 wells) will be developed at QHD33-1S oil field PHASE I development. QHD33-1S WHPA platform is connected to QHD33-1 WHP platform by bridge. The main systems of QHD33-1S WHPA is as follows: the HXJ135 workover, the 28 living building, the helideck, the metering separator, the production water treatment system, water injection system, the sewage treatment system, and the gas generator, etc.

Delivery Schedule:
From within PRC：December 15, 2019 of Construction Site of Qingdao, Shandong.
From outside PRC：December 1, 2019 of Qingdao Seaport, Shandong.

2. Qualification Requirements:
The Electric Drive Fire Water Pump provided by VENDOR shall be a regular product of the manufacturer, A newly trial product would not been accepted. The same type products（Capacity≥400 m3/h and Discharge Pressure≥1300 KPaG） provided by VENDOR shall have at least two projects of successful performance experiences （From the signature date  of the commissioning acceptance report or the certificate of operation time issued by the user）in the marine environment (Offshore Oil Platform or FPSO or Coastal Wharf or Oil Ship). The VENDOR Shall provide the relevant supporting documents（contract and commissioning acceptance report or contract and the effective certificate issued by the user）. If the name of the facility and the user's information are not included in the above documents, the bidder shall provide the valid documentation.
The supplied Electric Drive Fire Water Pump （except local panel）shall have been certificated by FM or by UL . the FM or UL identification mark and Certificate paper should be submitted with the equipment delivery .
The Electric Drive Fire Water Pump shall be supplied in accordance with   Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. manufacturer shall at his own cost arrange inspection and obtain inspection compliance certificate of The Electric Drive Fire Water Pump from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.
