1. 中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现对下列货物和服务进行公开招标：

货物名称：燃气透平发电机组
数量：2套
技术参数：10000  KWe 35 ℃@  （EL.+ 29.5 m)
项目概况：曹妃甸6-4油田包括依托南堡35-2油田，新建一座8腿带井口的中心平台（44个井槽、8个单筒双井，可钻52口井；80人生活楼），新铺设1条8"由CFD6-4CEPA至NB35-2 CEP的12.5公里双层保温输油海管，1条12.5公里的复合海底电缆，井流物在中心平台处理成合格原油后经新建海底管线输送至南堡35-2油田CEP平台，并与南堡35-2油田CEP平台的合格原油一起输送至“世纪号”FPSO储存和外输。分离出来的生产水和水源井水在CEPA平台处理合格后直接回注地层。CEPA平台设2台10000kW主电站，通过海底复合电缆与NB35-2CEP平台电力组网。
交货期：国内交货要求2020年5月31日到达山东青岛买方指定地点，国外交货要求2020年5月15日CIF青岛港。

是否接受联合体投标：本次招标允许联合体投标，但仅限于联合体牵头人在无法合法签订人民币合同的情况下与国内的联合体成员组成联合体，且全部联合体成员数量不得多于两家。

2.资格标准：
1）投标人本次投标所使用的燃气透平（相同规格型号）应具有至少2个项目在海上平台或者FPSO作为原动机成功运行2年(从调试验收报告签字日期或使用方出具的运行时间证明文件起计)及以上的业绩，并提供相应的书面材料(合同及调试验收报告或合同及使用方出具的有效证明文件);上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供其它有效说明文件。

2）投标人本次投标所使用的发电机（相同规格型号）应具有至少2个项目在海上平台或者FPSO作为发电机成功运行2年(从调试验收报告签字日期或 使用方出具的运行时间证明文件起计)及以上的业绩，并提供相应的书面材料(合同及调试验收报告或合同及使用方出具的有效证明文件);上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供其它有效说明文件。 

3）投标人应具有至少2个项目燃气透平发电机组在海洋环境（海上平台、FPSO、船舶以及海岸沿线的油气处理终端）成橇并成功运行2年(从调试验收报告签字日期或使用方出具的运行时间证明文件起计)及以上的业绩，并提供相应的书面材料(合同及调试验收报告或合同及使用方出具的有效证明文件)，上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供其它有效说明文件;同时,投标人还应具有至少2个项目燃气透平作为原动机（ISO功率不小于15000kW）在海洋环境（海上平台、FPSO、船舶以及海岸沿线的油气处理终端）成橇并成功运行2年(从调试验收报告签字日期或使用方出具的运行时间证明文件起计)及以上的业绩，并提供相应的书面材料(合同及调试验收报告或合同及使用方出具的有效证明文件)，上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供其它有效说明文件。

4）燃气透平发电机组需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托中国国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd，s, DNV,CCS，BV）对双燃料透平发电机组整体（包括机组橇块外附属设备）进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年1月16日开始至2019年1月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年2月26日13:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。
5.开标时间：定于2019年2月26日13:30时（北京时间）开标。届时邀请参加投标的代表出席开标仪式。

Project: CFD6-4 OIL FIELD AREA DEVELOPMENT ENGINEERING PROJECT

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Gas Turbine Generator Package

Overview: The development project includes relying on NB35-2 oilfield to build a new 8-leg central platform with wellhead (44 well slots, 8 single wells and double wells, 52 wells can be drilled; 80 people's living quarters), laying a new 8-kilometer double-layer insulated oil pipeline from CFD6-4CEPA to NB35-2CEP, a 12.5-kilometer composite submarine cable and fluid in the center. After the platform is processed into qualified crude oil, it is transported to NB35-2CEP by newly built submarine pipeline, and with qualified crude oil of NB35-2CEP, it is transported to "Century" FPSO for storage and transportation. The separated production water and source well water are directly injected back into the formation after CEPA is qualified. CEPA consists of two 10000 kW main power stations, which are connected by submarine composite cables and NB35-2 CEP.

From within PRC：May 31, 2020 of Construction Site of Qingdao, Shandong.
From outside PRC：May 15, 2020 of Qingdao Seaport, Shandong.

Joint Bids：Joint Venture is permitted, which is only for the leading party that cannot sign the Contract in RMB Yuan legally form Joint Venture with domestic member. The quantity of members shall not be more than two.
2. Qualification Requirements:
1)The Gas Turbine( the same product model as the prime motor ) that VENDOR supplied should  have at least 2 projects of two years or more of successful performance(from the date of commissioning acceptance report or the certificate issued by the applicant) of the on the offshore oil platform or FPSO, The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation.

2)The Generator ( the same product model as the Generator) that VENDOR supplied should  have at least 2 projects of two years or more of successful performance(from the date of commissioning acceptance report or the certificate issued by the applicant) of the on the offshore oil platform or FPSO, The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation.

3)The VENDOR should have packaged The Gas Turbine Generator Packages in 2 projects at least which had two years or more of successful performance (from the date of commissioning acceptance report or the certificate issued by the applicant) of the on the offshore oil platform or FPSO, The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation.And the VENDOR should have packaged The Gas Turbines(as the prime motor , ISO≥15000kW) in 2 projects at least which had two years or more of successful performance (from the date of commissioning acceptance report or the certificate issued by the applicant) of the in the marine environment（offshore oil platform \ FPSO \ boats and ships \ coastal oil and gas processing terminal）, The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation.

4)The gas turbine generator package shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas turbine generator Package （include  outside affiliated equipment of the  dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.
