项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

2.资格标准：
★UPS需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd's，DNV，CCS，BV）之一对UPS设备整体进行检验并获得检验证书。
★投标人所投标的UPS应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两台套（设备容量≥40KVA）在海洋环境条件下（海洋石油平台、FPSO或海洋船舶）运行一年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。
★投标人所提供的电池应具有作为UPS电池组至少两套在海洋石油平台、FPSO或海洋船舶成功运行两年及以上的应用业绩，并提供相应的书面材料证明（合同、调试验收报告或使用方出具的有效证明等文件）。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年1月21日开始至2019年1月28日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年2月20日14:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层430室。

Overview:The new 4 leg platform QHD33-1S WHPA, which have 12 wellsslots (include 4 twin hole-in-monobore, total 16 wells) will be developed at QHD33-1Soil field PHASE I development. QHD33-1S WHPA platform is connected to QHD33-1WHP platform by bridge. The main systems of QHD33-1S WHPA is as follows: theHXJ135 work over, the 28 living building, the helideck, the metering separator,the production water treatment system, water injection system, the sewagetreatment system, and the gas generator, etc.

2. QualificationRequirements:
★TheUPS shall be designed, manufactured, certified and tested in accordance withthe requirements of Safety Rules for Offshore Fixed Platform. Supplier shall athis own cost arrange inspection and obtain inspection compliance certificate ofThe UPS from one of the certifying agencies authorized by COOOSO, which areABS, LIoyd's, DNV,CCS，BV.
★TheUPS that bidder supplied shall be the manufacturer's standard products. Thenewly trial prototype equipment is NOT acceptable. The products（RatedCapacity ≥40KVA）shall be applied and run in at leasttwo sets which had been operated successfully in marine environment （OffshoreOil Platform or FPSO or Shipping）for one years or more（fromthe signature date of commissioning acceptance report or the certificate ofoperation time issued by the user）.Bidder shall submitrelevant paper document (contract and commissioning acceptance report, orcontract and the effective certificate issued by the user) . If the name of thefacility and the user’s information are not included in the above documents,the bidder shall provide the valid documentation.
★The battery of UPS should has been twoproject operating successfully more than two years in offshore platform、FPSO or vessel TheVENDOR Shall provide the Certificate of the written document（such as contract、 commissioning report、user certificate、approval report etc.）
3.
