项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

气浮选机技术参数：处理量: 190 m3/h（单台），设计压力: 1000KPaG

交货期：

国内交货要求：2019年9月19日到达山东青岛买方指定地点；

国外交货要求：2019年9月14日CIF山东青岛港。

2.资格标准：

紧凑式气浮 CFU 橇块，投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的中国船级社（CCS）对气浮选机橇块设备整体进行检验并获得检验证书。

投标人所投标的紧凑式气浮橇产品应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应至少拥有两台套（单台处理量≥190m3/h）产品在海洋环境条件下（海洋平台或 FPSO）上运行两年以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含 CFU 气浮机橇所在设施的名称及使用方信息，投标人应提供有效说明文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年2月12日开始至2019年2月20日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年3月5日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426室。

5. 开标时间：定于2019年3月5日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层426室。

Project: QHD33-1S PHASE I OIL FIELD DEVELOPMENT

1.            CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Overview: The new 4 leg platform QHD33-1S WHPA ,which have 12 wells slots (include 4 twinhole-in-monobore,  total  16 wells) will be developed at QHD33-1S oil field PHASE I development. QHD33-1S WHPA platform is connected to QHD33-1 WHP platform by bridge. The main systems of QHD33-1S WHPA is as follows: the HXJ135 workover, the 28 living building, the helideck, the metering separator, the production water treatment system, water injection system, the sewage treatment system, and the gas generator, etc.

Technical parameters: For WHPA Capacity:  190 m3/h (each) , the design pressure is 1000KPaG

Delivery Schedule:

From within PRC: Sep 19, 2019 of Construction Site of Qingdao, Shandong;

From outside PRC :Sep 14, 2019 of Qingdao Seaport, Shandong.

2.         Qualification Requirements:

The Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Dissolved Gas Floatation Skids from one of the certifying agencies authorized by COOOSO, which are CCS.

The Compact Floatation Unit Skid shall be the mature product of manufacture, The unused prototype equipment shall not be acceptable. The Supplier's bidding product shall have at least two similar sets (capacity is equal or greater than 190 m3/h) experiences in marine environment (offshore platform or FPSO), which running for more than 2 years (from the date of commissioning acceptance report or the certificate issued by the applicant). The Supplier shall provide related written material (contract or commissioning acceptance report and valid documentary evidence supplied by the user).If those documents do not contain which facility the product is located, or the user’s information, the supplier shall provide valid supporting paper.

3.            All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb/to purchase the bidding documents (electronic edition) on line from FEBRUARY 12, 2019 toFEBRUARY 20, 2019 upon non-refundable payment of RMB 2,000 or USD300 for each copy.
