项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

2.资格标准：
★所投雨淋阀产品型号应提供有效期内的FM或UL认证。
★所投雨淋阀产品型号应提供有效期内的中国强制性产品认证（3C认证）。
★雨淋阀和蝶阀的材质必须是Nickel AluminumBronze ASTM B148 C95800 。
★雨淋阀橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（CCS、DNV、 BV、 ABS 、LIoyd’s.）对雨淋阀橇进行检验并获得检验证书。
★投标人所投标的雨淋阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少2个项目在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）且雨淋阀材质为Nickel AluminumBronze ASTM B148 C95800的业绩，并提供相应的书面材料（合同及调试验收报告、或合同及使用方出具的有效证明文件）。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年2月13日开始至2019年2月20日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview:The new 4 leg platform QHD33-1S WHPA, which have 12 wellsslots (include 4 twin hole-in-monobore, total 16 wells) will be developed at QHD33-1Soil field PHASE I development. QHD33-1S WHPA platform is connected to QHD33-1WHP platform by bridge. The main systems of QHD33-1S WHPA is as follows: theHXJ135 work over, the 28 living building, the helideck, the metering separator,the production water treatment system, water injection system, the sewagetreatment system, and the gas generator, etc.

2. QualificationRequirements:
★The deluge valve shall be FMapproved or UL listed.
★The China CompulsoryCertification of the deluge valve shall be provided.
★The material of deluge valve andbutterfly valve shall be Nickel Aluminum Bronze ASTM B148 C95800.
★The deluge valve skid shall bedesigned, manufactured, certified and tested in accordance with therequirements of Safety Rules for Offshore Fixed Platforms. The productinspection certificate for deluge valve skid shall be provided. The certifyingagency shall be any one of the certifying agencies approved by the ChinaOffshore Oil Operation Safety Office (COOOSO), such as CCS, DNV, BV, ABS, orLIoyd’s.
★The bidding deluge valve shall bea mature product for manufacturers, and the purchaser does not accept the newproduct. The deluge valve which the material is Nickel Aluminum Bronze ASTMB148 C95800 shall have at least 2 projects in the marine environment (offshoreoil platform or FPSO), and have been running for 2 years and above (from thedate of signature of the commissioning and receiving report or running timeissued by the user), and provide the corresponding written documents (contractand commissioning/receiving report, or contract and valid documents issued byuser).
3.
