1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田群开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Lingshui 17-2 Gas field Development project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
货物名称：电动隔膜泵
Name of Goods: Electrical Hydraulic Diaphragm Pump
数量：四（4）台
Quantity: four (4) sets
规格：两台液烃增压泵，12 m3/h (TS-P-2710A/B)，两台甲醇注入泵3.5 m3/h (TS-P-3613A/B)。
Specification: two（2）sets of Liquid Hydrocarbon Booster Pumps 12 m3/h (TS-P-2710A/B）, two(2) sets of MeOH Injection Pumps 3.5 m3/h (TS-P-3613A/B）.
泵的类型必须是柱塞式电动液压隔膜泵，泵须采用单作用结构，不接受任何采用单个柱塞冲程作用下多液力泵头工作的设计（如双作用缸的泵头设计，级差式泵头设计等）。
Pump type shall be pluger type electrical hydraulic diaphragm pump. The design structure should be single acting. Any design of multi-pump head under single plunger stroke( such as double-acting cylinder head design, differential pump head design, etc.) is not acceptable.
交货期Delivery Schedule:

2. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A．制造商必须提供ISO9001证书。；
The manufacturer shall present ISO9001 certificate license issued.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
投标人承诺“电动隔膜泵制造商的自有工厂生产”，若是境外制造商，需承诺提供产地证明。招标人不接受贴牌产品。投标人必须是电动隔膜泵的制造商，不接受代理商投标。
The Bidder should promise the Electrical Hydraulic Diaphragm Pumps are produced and assembled to skid in its brand own manufactory. And overseas bidder promise to provide certificate of origin. The purchaser does not accept the OEM product. The bidder must be the manufacturer of the Electrical Hydraulic Diaphragm Pumps and The purchaser will not accept the bidding of the agent.

（3）业绩要求：
Requirement for Bidder's reference:
近10年(2008年1月1日至截标日)，投标人提供的电动隔膜泵产品至少有2台套（泵额定排量≥3.5 m3/h，同时出口压力≥44800 kPaG）在海上浮式油气生产装置上的应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（第1.合同复印件相关章节和第2.用户现场调试报告或用户使用证明或用户验收证明）。
In recent 10 years (since Jan. 1st, 2008 to the deadline of bids submission stipulated), the Electrical Hydraulic Diaphragm Pump selected by the Bidder shall have track records of at least 2 sets (rated capacity≥3.5 m3/h，discharge pressure≥44800 kPaG) applied to the offshore Floating Oil/Gas Production facilities (the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract and 2. commissioning report on user site or certificates of user application or certificates of user acceptance).
业绩证明文件必须至少体现以下内容：合同的签署时间、货物名称、供货数量、设备所属油气生产装置类型（海上浮式油气生产装置）、泵额定排量及出口压力、用户接收证明或用户使用证明或调试报告（包括调试内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of oil & gas production facility (the offshore Floating Oil/Gas Production facilities),rated capacity and discharge pressure of pump, certificates of user acceptance or certificates of user application or commissioning report (including the commissioning content and signing page). Absence of the track records evidence documents or the failure to verify above foregoing information, that shall be counted as an invalid performance.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年2月21日开始至2019年2月28日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Feb.21, 2019 to Feb 28, 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年3月14日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on March 14, 2019. Any bid beyond the required time and date shall be subject for rejection.
