1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Lingshui 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity: 2 sets
规格：（1）每套双燃料惰气发生器额定能力为3000m3/h，燃料模式可选择为燃气模式或柴油模式。（2）惰性气体发生器橇应是两个完整的橇块单元，每个橇块包括一套 100%能力的双燃料燃烧式惰气发生器、一套 100%能力的鼓风机、一套 100%能力的柴油输送泵、管道、仪表、接线和控制系统。每个惰气发生器橇块应提供一套100%能力的甲板水封和压力/真空断路器，一套UCP供两套惰气发生器使用。（3）惰气发生器所生产的惰性气体中氧气体积含量不超过3%。（4）惰性气体发生器橇的操作压力为5~15KpaG。（5）每套惰气发生器所生产的惰气出口温度不高于冷却水温度 6℃。（6）每套惰气发生器橇块尺寸不大于 5 x 3 x 5.5 m (长 x宽 x 高)，不重于 20T。 （7）鼓风机的最大排风压力不超过 25kpaG。
Specification: （1）Each inert gas generator is dual fuel fired type with fuel selection for fuel gas or diesel, rated capacity is 3000 m3/h. （2）The Inert Gas Generator skid shall be two complete skid units, each including one (1) 100% capacity dual fuel fired Inert Gas Generator, one (1) 100% capacity Air blower, one (1) 100% capacity Diesel Transfer Pump, piping, instrumentation, wiring and control system. one (1) 100% capacity deck seal and P/V breaker shall be supplied and delivered for each inert gas generator skid unit. One (1) UCP is supplied for two set of IGG. （3）The IGG produces inert gas from combustion products with an oxygen content no more than 3% by volume. （4）Operating pressure of IGG SKID should be 5~15 KpaG. （5）The outlet temperature of Inert Gas each IGG shall not more than 6℃ above cooling water temperature. （6）Each Inert Gas Generator (IGG) Packages dimension in less than：5.0 x 3.0 x 5.5 m (LxWxH)，weight in less than：20T. （7）The maximum exhaust pressure of the air blower does not exceed 25kpaG.

2. 对投标人的资格和业绩要求
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
A．投标人须为产品的制造商，本次招标不接受代理商投标。
The bidder must be the product manufacturer and the purchaser does not accept agent’s bid.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
投标人应承诺自费进行惰性气体发生器橇的检查并获得CCS或ABS颁发的船用产品证书。
The Bidder commits, at his own cost, to carry out inspection and obtain marine product certification of the inert gas generator skid issued by CCS or ABS.
（3）业绩要求：
Requirement for Bidder's reference:
近10 年(2008 年1 月1 日至截标日)，投标人所投产品至少有2 套在海上浮式油气生产装置上应用的惰气发生器橇（处理能力不小于3000m3/h）的已调试完成的销售业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节和2.用户现场调试报告或用户使用证明或用户验收证明）。
In recent 10 years (since Jan. 1st, 2008 to the deadline of bids submission stipulated), the products offered by the bidder shall have sale reference, in which the commissioning had been finished, of at least 2 sets of the inert gas generator skids (the capacity not less than 3000m3/h) and applied to the Offshore Floating Oil/Gas Production Facility (the signing date of contract is regarded as reference time). The Bidder shall submit valid reference lists and relevant documentary evidence (1.relevant chapters copies of contract ；2.commissioning report on user site or certificates of user application or certificates of user acceptance).
投标人须提交有效的业绩表和相关证明文件，包括但不限于:合同签署时间、货物名称、数量、处理能力、设备所属油气生产装置类型、用户现场调试报告或用户使用证明或用户验收证明（包括内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息，均视为无效业绩。
The Bidder shall submit valid reference lists and relevant documentary evidence for reference, including but not limit to：the signing date of contract, equipment name，quantity，capacity of equipment，type of oil& gas production facility for which equipment to be applied ,commissioning report on user site or certificates of user application or certificates of user acceptance (including the content and signing page). Absence of the reference evidence documents or the failure to verify above information，the reference shall be deemed as invalid.
3.有兴趣的投标人可通过以下方式获取招标文件：从2019年2月22开始至2019年3月4日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Feb. 22, 2019 to Mrach 4, 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年3月15日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼427号会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room No.427, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on March 15, 2019. Any bid beyond the required time and date shall be subject for rejection.
