1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司蓬勃作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

货物名称：关断阀及橇外MOV阀

数  量：9 台

项目概况：

   蓬莱19-3油田4区调整/蓬莱19-9油田二期开发项目拟新建一座井口平台蓬莱19-3 WHPK平台（以下称为PL19-3 WHPK），不设油气水处理设施，井口物流经平台单井计量后直接外输，通过新建海底混输管道（WHPK-WHPJ）输送到WHPJ平台，然后与WHPJ平台的物流一起通过海底混输管道（WHPJ-RUP）输送到RUP平台，再通过海底管线（RUP-FPSO）输送至蓬勃号FPSO进行脱水处理。

交货计划：

国内交货时间： 2019年9月30日到达山东青岛买方指定地点

国外交货时间： 2019年9月15日到达山东青岛港

2.资格标准：

投标人所提供的关断阀阀体及执行机构应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，投标人所投产品业绩必须包含两个项目不低于16寸900磅的应用业绩，并提供相应的书面材料证明（书面材料是指：合同及交货验收单或合同及使用方出具的有效证明文件）。上述文件中如未包含关断阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

关断阀和电动阀及执行机构需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd’s,DNV,CCS，BV）对关断阀整体进行检验并获得检验证书。

固定式关断阀阀体的设计必须至少满足API 6D和ASME B16.34的要求，浮动式关断阀阀体的设计必须至少满足ASME B16.34的要求。厂家应提供在有效期内ISO 9000-2000证书。阀门的防火设计应满足API 607或API 6FA，同时应取得第三方防火型式认证证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年3月4日开始至2019年3月12日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年3月26日11:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层305室。

5. 开标时间：定于2017年3月26日11:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层305室。

1.CNCCC InternationalTendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalfof CNOOC China Limited PENGBO Operating Company (herinafter called"Purchaser") invites sealed bids from eligible bidders for the supplyof following equipment:

2. Qualification Requirements

The valve and actuator of shutdown providedby VENDOR shall be the mature products of the manufacturers. The newly trialproducts is unacceptable. The valve and actuator of shutdown valves that VENDORsupplied should have at least two projects had successful applications inoffshore platform or FPSO for two years( From the date of acceptance ofdelivery or the certificate issued by USER).The VENDOR product performance mustinclude application performance of two projects with not less than 16’’ ANSI900# valves. The VENDOR shall provide the corresponding documents (writtenmaterial refers to: contract and the commissioning acceptance documents orcontract and the effective proof certificate issued by the operator).  Ifthe above documents do not contain the name of the facility where shutdown islocated and the information of the user, the VENDOR shall provide a validdocument. The product type of the performance provided by the VENDOR shall bethe same as the product type of the tender.

The valve and actuator of shutdownand motor valves shall be designed, manufactured, certified and tested inaccordance with the requirements of Safety Rules for Offshore Fixed PlatformIssued by State Economic & Trade Commission. Supplier shall at his own costarrange inspection and obtain inspection compliance certificate of The shutdownvalves from one of the certifying agencies authorized by COOOSO, which are ABS,LIoyd's, DNV,CCS，BV.

The trunnion ball valvesshall as a minimum meet the requirements of API 6D and ASME B16.34,the floatingball valves shall as a minimum meet the requirements of ASME B16.34.themanufacturer should provide 9000-2000 ISO certificate within the validityperiod，thefiresafe design of valves should meet API 607 or API 6FA,at the same time toobtain fire type certificate of the third party.
