1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海浙江宁波液化天然气有限公司（以下简称“招标人”）委托，邀请合格投标人就浙江LNG接收站二期工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：LNG装船泵

数量：3台

交货期：关境外提供的货物分两批交货，其中第一批包括顶板、底阀、假泵、动力/仪表接线箱及厂家可同批提供的设备，合同签订后360日到达中国宁波港；第二批包括泵和备件等，合同签订后390日到达中国宁波港。关境内提供的货物，合同签订后390日到达浙江省宁波市北仑区郭巨街道白中线峙北段388号浙江LNG接收站业主指定现场。

2．业绩和资格要求：

l 投标人必须是具有独立法人资格的LNG装船泵制造商或授权代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证和税务登记证，或三证合一后的营业执照。关境外投标人应提供有效的独立法人证明，以证明投标人具有独立法人资格。

l 质量管理体系认证：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。

l 业绩要求：制造商自2008年1月1日起至投标截止之日止具有不少于2台LNG装船泵供货业绩。需提供该时间范围的供货业绩清单。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年3月13日开始至2019年3月20日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年4月3日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层418号会议室，在此时间后收到的投标文件恕不接受。

5．开标时间：定于2019年4月3日10:00时（北京时间）开标。

6．开标地点：北京市东城区东直门外小街6号海油大厦4层418号会议室。届时请参加投标的代表出席开标仪式。

7. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

Project: Zhejiang LNG Terminal Project (phase II) LNG Ship-Loading Pumps

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC Zhejiang Ningbo LNG Co., Ltd (hereinafter called "Purchaser") invites sealed bids fromeligible bidders for the supplyof following equipment:

Name of Goods: LNG Ship-LoadingPump

Qty: 3 sets

Delivery Schedule: For goods offered from outside PRC customs territory: the goods shall be delivered in two batches. The first batch shall include column head plates, foot valves, dummy pump, power/instrument junction boxes and equipment(s) that can be delivered by the manufacturer in the same batch, the first batch shall arrive at Ningbo Port, Zhejiang, P.R.China within 360 days from the date of the signing of the contract. And the pumps, spares and others as the second batch shall arrive at Ningbo Port, Zhejiang, P.R.China within 390 days from the date of the signing of the contract.

For goods offered from within PRC customs territory: the goods shall arrive at Zhejiang LNG Terminal Project Site (Address:No. 388, Bai-zhong Line, Guoju Street, Beilun District, Ningbo City, ZhejiangProvince, China.) within 390 days from the date of the signing of the contract.

2. Qualification requirements:

l Bidder shall be LNG Ship-loading Pump manufacturer or authorized agent that have the independent legal person qualification.

Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registration certificate, or three-in-one business licence. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.

l The Bidder shall have(ISO9001) quality management system certificate and the certificate is valid.

l The manufacturer shall have delivery reference(s) of not less than two LNG ship-loading pumps from January 1st, 2008 to the deadline for submission of this bid. The bidder shall submit the manufacturer's delivery referrence list of LNG ship-loading pumps during the aforesaid time range.

3. All those who are willing to participate in the bids are kindly requested to: enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from March 13, 2019 to March 20, 2019 upon non-refundable payment of RMB2000 or USD300 for each copy.

4. Bids must be delivered to：Meeting Room No.418 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 10:00 a.m. (Beijingtime) on April 3rd, 2019.

5. Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on April 3rd, 2019 at Meeting Room No. 418 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
