1.  中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标:

货物名称：EMS（电能管理系统）

数量：1套

主要技术参数：EMS含电网电能指挥系统。EMS系统具有数据采集和安全监视(SCADA)、频率（有功）调整和控制、电压（无功）调整和控制、优先脱扣功能。

交货期：国内交货期：2019年9月9日到达天津塘沽买方指定地点。

         国外交货期：2019年8月23日到达天津新港港口。

★EMS需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS,LIoyd's, DNV,CCS，BV）对EMS设备整体进行检验并获得检验证书。

★投标人所投标的EMS系统应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有两个项目在海洋环境条件下（海洋石油平台或FPSO）上运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

3.有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年4月8日开始至2019年4月16日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元 （收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年5月6日14:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层430室。

5.开标时间：定于2019年5月6日14:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层430室。

The EMS system need have the function of data collection、security monitoring、frequency control、voltage 、priority trip.

From within PRC：On or before     Sept 9th, 2019, at Construction Siteof Tanggu, Tianjin.

From outside PRC ：On or before Aug 23th, 2019, at XingangSeaport,Tianjin.

2.        QualificationRequirements: 

★The EMS shall be designed, manufactured,certified and tested in accordance with the requirements of Safety Rules forOffshore Fixed Platform. Supplier shall at his own cost arrange inspection andobtain inspection compliance certificate of The EMS from one of the certifyingagencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.

★ The  energy management systemsprovided by VENDOR should be the manufacturer's matured products, The newlytrial products is unacceptable. The  energy management systems should have the successful application for the marine environment model in two projects in offshore platform or FPSO more than2 years . Supplier  should offer one of  the corresponding written document (contract  and commissioning report 、 contract andother valid documents by  PURCHASERs or USERs) If  document can notshow the project name or user’s  information, Supplier need supply othersupport documents.

3.        Allthosewho are willing to participate in the bids are kindly requestedto :
