项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

2.资格标准：

★投标人必须是所投产品DCS或SIS系统的制造商，如投标人不是所投产品DCS或SIS系统的制造商则投标人必须与本次投标产品的制造商签有战略协议（战略协议签订日期不晚于2017年12年30日，协议内容应至少包括：中海油系统内项目投标及集成授权、合作建立研发实验室及系统集成生产基地），或者投标人必须具有与本次投标产品的制造商共同参股成立的合资公司（投标人持有股份不低于合资公司的51%，产品制造商持有股份不低于合资公司的12%），并且投标人具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。

★投标人本次投标所使用产品DCS及SIS系统必须具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）；上述文件中如未包含中控系统所在设施的名称及使用方信息，投标人应提供有效说明文件。

★中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s,DNV，CCS，BV）对中控系统进行检验并获得检验证书。

★投标人应在投标文件中提供有效的证书（包括系统制造商的质量管理体系证书，安全系统SIL证书及（报告或List清单））。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年4月9日开始至2019年4月17日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview: Thenew 4 leg platform QHD33-1S WHPA, which have 12 wells slots (include 4 twinhole-in-monobore, total 16 wells) will be developed atQHD33-1S oil field PHASEI development. QHD33-1S WHPA platform is connected toQHD33-1 WHP platform bybridge. The main systems of QHD33-1S WHPA is as follows: the HXJ135 work over,the 28 living building, the helideck, the metering separator, the productionwater treatment system, water injectionsystem, the sewage treatment system, andthe gas generator, etc.

2. QualificationRequirements:

★The BIDDER must be themanufacturer of DCS or SIS system. Otherwise, the BIDDER must have thestrategic protocol (The signing date of the strategic protocol should be nolater than 30th December of 2017. The contents of protocol should include thefollowings at least: project bidding and integration authorization within CNOOCsystem, the cooperation in establishing R&D laboratories and systemintegration production bases.) with the manufacturer of the tendered product ORthe BIDDER must have a joint venture company with the manufacturer of thetendered product (In the joint venture company, the shares held by the BIDDERshall not be less than 51%, and the shares held by product manufacturers shallnot be less than 12%), AND the BIDDER should has at least one projects performance inthe marine environment (which means the offshore platform, OR offshorepile-based mobile production and storage device, OR FPSO).

★TheDCS and SIS systems tendered by the BIDDER must have at least one projectperformance in the marine environment (which means the offshore platform, ORoffshore pile-based mobile production and storage device, OR FPSO). The VENDOR shall providethe corresponding documents (written material refers to: contract and thecommissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where Central Control System is located and theinformation of the user, the bidder shall provide a valid document.

★The VENDOR shall conform that CENTROL CONTROL SYSTEM will bedesigned, manufactured, certified and inspected in accordance with Safety Rulesfor Offshore Fixed Platforms. The VENDOR shall provide the authorized thirdparty certificate（DNV、BV、ABS、LR or CCS）.

★Vendor shall supply relavant qualified certificate within thevalidity period(including the system manufacturer’s quality management systemcertificate, SIL certificate, explosion-proof and ingress protectioncertificate etc.) in the bidding documents.
