1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

2.资格标准：

★投标人所提供的关断阀和开关阀阀体及执行机构应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品（阀门和执行机构需配套）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。对于气动关断阀，每个项目应有数量不低于32台阀门和执行机构配套的应用业绩。上述文件中如未包含关断阀和开关阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

★ 对于气动关断阀，投标人所投产品的业绩中如未包含8寸900磅阀门及执行机构配套的应用业绩，则投标人需另提供一个不低于8寸900磅阀门及执行机构配套的应用业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。上述文件中如未包含气动关断阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

★关断阀和放空阀及执行机构需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd’s, DNV,CCS，BV）对关断阀和放空阀整体进行检验并获得检验证书。

★固定式关断阀阀体的设计必须至少满足API 6D和ASME B16.34的要求，浮动式关断阀阀体的设计必须至少满足ASME B16.34的要求。厂家应提供在有效期内ISO 9000-2000证书。阀门的防火设计应满足API 607或API 6FA，同时应取得第三方防火型式认证证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年4月15日开始至2019年4月22日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年5月7日9:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层418室。 

5. 开标时间：定于2019年5月7日9:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层418室。

1.   CNCCC International Tendering Co., Ltd.(hereinafter called“Tendering Agent”), for and on behalf of CNOOC China Limited(herinafter called"Purchaser") invites sealed bids from eligiblebidders for the supply of following equipment:

From outside PRC: October18, 2019 of ConstructionSite of Qingdao Seaport,Shandong and Tianjin Seaport

2.    Qualification Requirements

★The valve and actuator ofshutdown valve and On-off valve provided by VENDOR shall be the mature products of themanufacturers.The newly trial products is unacceptable. The valve and actuator of shutdownand blowdownvalves that VENDOR supplied should have at least two projects had successfulapplications in offshore platform or FPSO for two years ( From the date ofacceptance of delivery or the certificate issued by USER). For pneumatics SDV,each project should have not less than 32 sets valves and actuators applicationperformance. The VENDOR shall provide the corresponding documents (writtenmaterial refers to: contract and the commissioning acceptance documents orcontract and the effective proof certificate issued by the operator). If theabove documents do not contain the name of the facility where shutdown valveand On-off valve is located and the information of the user, the VENDOR shallprovide a valid document. The product type of the performance provided by theVENDOR shall be the same as the product type of the tender.

Forpneumatics SDV, if the VENDOR’s product performances don’t include theapplication performance of 8” ANSI 900# of valve and actuator, the VENDOR shouldprovide an additional application performance of not less than  8” ANSI900# of valve and actuator. The VENDOR shall provide the correspondingdocuments (written material refers to: contract and the commissioningacceptance documents or contract and the effective proof certificate issued bythe operator). If the above documents do not contain the name of the facilitywhere shutdown valve is located and the information of the user, the VENDORshall provide a valid document. The product type of the performance provided bythe VENDOR shall be the same as the product type of the tender.

★Thevalve and actuator of shutdown and blowdown valves shall be designed,manufactured, certified and tested in accordance with the requirements ofSafety Rules for Offshore Fixed Platform Issued by State Economic & TradeCommission. Supplier shall at his own cost arrange inspection and obtaininspection compliance certificate of The shutdown and blowdown valves from oneof the certifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.

★Thetrunnion ball valves shall as a minimum meet the requirements of API 6D andASME B16.34,the floating ball valves shall as a minimum meet the requirementsof ASME B16.34.the manufacturer should provide 9000-2000 ISO certificate withinthe validity period，thefire safe design of valves should meet API 607 or API 6FA,at the same time toobtain fire type certificate of the third party.
