1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

1.1    货物名称：SSIV及控制系统             

货物包括SSIV/ RIV、TUTA（上部脐带缆终端）和脐带缆等，SSIV/ RIV安装在LS17-2半潜平台的浮箱上。

1.2      数量：5 套

1.3       技术参数：

应用水深：100米；

产品规范级别：PSL 3G；

设计/测试标准： API 6DSS / API 6A V1；

性能要求：API 6A PR2；

1)       SSIV/RIV valve

     阀门类型：球阀

阀门结构：10” 和12”阀门为顶装式，18”阀门为顶装式或侧装式（两片式）

阀座密封：金属密封喷涂碳化钨

     镀层：包括pup pieces的接液区域堆焊INCONEL 625，厚度不小于3mm。

2)       SSIV/RIVActuator

     SSIV/RIV球阀应由一个ROV/潜水员操作或液压关闭并可回收的执行机构完成。

     球阀执行机构应带有阀位指示器，并且阀位状态信号可通过脐带缆连接到水上控制系统进行阀位开关显示。SSIV/RIV执行机构可由ROV/潜水员进行更换。

SSIV的关闭时间应不大于30秒。

3)       TUTA

     TUTA应具有用于维护、冲洗和测试的压力表和阀门。每个TUTA液压回路的连接点之间应安装有一个带压力表的DBB隔离阀。

     TUTA电气和仪表接线盒应至少适用于API RP 505 1级，1区，气体类别IIA和温度等级T4危险区，并承诺提供ATEX或IEC Ex防爆证书。

4)       Umbilical

     脐带缆和飞线应固定安装在浮箱上，所有固定附件和工具包含在投标人的工作范围中。

境外：2020年4月10日

2)       除测试环之外的其它货物

境内：2020年7月30日

境外：2020年7月20日

1.5      交货地点：

1)       境内：中国山东省青岛市陵水17-2气田开发工程项目建造场地。

2)       境外：

SSIV阀门及执行机构：DAP中国山东青岛机场（INCOTERMS2010）（含卸货费），要求空运。

除阀门及执行机构之外的货物、测试环：DAP中国山东青岛（INCOTERMS2010）（含卸船费）

 2. 对投标人的资格和业绩要求：

2.1    资格要求

1)       是否接受代理商投标：接受, 代理商应得到制造商同意其在本次投标中提供该货物的正式授权书。

2)       是否接受联合体投标：不接受

3)       投标人应承诺自费委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的下列任一家船级社（ABS, DNV, BV, Lloyd’s and CCS）对SSIV及控制系统整体进行检验并取得检验证书。并将发证机构签发的设计评审报告和检验证书提交买方。

4)       投标人应承诺“SSIV/RIV、脐带缆和飞线在设备品牌制造厂生产”，同时承诺（境外制造商）提供产地证明，买方不接受贴牌产品。“品牌制造厂”指产品在制造商自有品牌的制造工厂生产。    

2.2    业绩要求：

   投标人为陵水17-2半潜平台提供的SSIV/ RIV需同时具有业绩1和业绩2：

   业绩1：2006年1月1日至2016年1月1日，投标人提供的SSIV/RIV隔离阀球阀须至少有2套（包括球阀尺寸和压力等级均不低于18" x 1500LB一套和球阀尺寸和压力等级均不低于12"x 2500LB一套）在海上油气生产装置（应用水深不低于100米）上的应用业绩（合同签署时间为业绩时间）。

投标人须提交有效的业绩表和相关业绩证明文件（1.合同复印件相关章节，和2.用户现场调试报告或用户使用证明或用户验收证明）。

业绩2：2006年1月1日至2016年1月1日，投标人提供的脐带缆/飞线至少具有在两个海上油气生产装置项目（项目应用水深不低于100米）的应用业绩（合同签署时间为业绩时间）

投标人须提交有效的业绩表和相关业绩证明文件（1.合同复印件相关章节，和2.用户现场调试报告或用户使用证明或用户验收证明）。

业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、供货数量、设备所属油气生产装置类型、技术要求（阀门尺寸、压力等级、项目应用水深）、调试报告（包括调试内容和签署页）或用户使用证明或用户验收证明。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

 

3.有兴趣的投标人可通过以下方式获取招标文件：从2019年4月24日开始至2019年5月6日止，请登录中国海洋石油集团公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

 

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年5月15日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

ProjectName: LS17-2 GAS FIELD DEVELOPMENT PROJECT SSIV PACKAGE

Name of Goods: SSIV PACKAGE

1.        CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase theGoods and the relevant services required under the project of Lingshui 17-2 GasField Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.1     Name of Goods: SSIVPACKAGE

This cargo including SSIV/ RIV, TUTA（Topside Umbilical Terminal Unit）and Umbilical etc.. SSIV/ RIVis located at the pontoon of the LS17-2 SEMI.

1.2     Quantity: 5sets 

1.3     Technical parameters

Applied waterDepth: 100 m；

         Product Specification Level: PSL 3G；

Design /Testing Code: API 6DSS / API6A V1；

         Performance Requirement: API 6A PR2。

1)       SSIV /RIV valve

Valve Type: Ball Valve 

Valve Configuration: Top Entry for 10” &12” valve; Top Entry orSide Entry (Two pieces) for 18” valve

Seat to Body Seals: Metal to Metal with TCC

Overlay：INCONEL625 on wetted areas(Include pup pieces), thickness not less than 3mm.

2)       SSIV/RIV Actuator

The SSIV/RIV ball valve shall be operated by a fail-safe closed hydraulically operated and retrievable actuator with ROV/diver over ride.

The ball valve actuator shall incorporate local and electronic position indicators that shall be connected back to surface through the umbilical. The SSIV/RIV valve actuator shall be ROV/diver replaceable.

The closing time of SSIV / RIV shall be no more than 30 seconds.

3)       TUTA

The TUTA shall have pressure gauges and valves used for maintenance, flushing and testing. Each TUTA fluid circuit shall have a double block and bleed valve manifold with a pressure gauge between the two blocks on the umbilical connection point.

TUTA electrical and instruments junction box shall be suitable as aminimum for API RP 505 CLASS 1, ZONE 1 and rated for GAS GROUP IIA  and temperature class T4, and promise to provide ATEX or IEC Ex explosion-proofcertificate.

4)       Umbilical

The umbilical shall be fixed on the surface of pontoon; all thefixed ancillaries and tooling shall be in the scope of work of this package.

Outside of  PRC customs territory: April 10, 2020

1.5     Destination of delivery：

1)       Within PRC customs territory:

Construction site of Lingshui 17-2 Gas Field DevelopmentProject,  Qingdao City, Shandong, China.

2)       Outside of PRC customs territory:

SSIV Valves and Actuators: DAP Qingdao Airport, Shandong, China（INCOTERMS2010）（including charges forunloading）, RequireAir Transport.

Umbilical and other cargo except Valves and Actuators、Test Ring：DAP Qingdao Port, Shandong,China（INCOTERMS2010）（including charges forunloading）

2.       Requirements for Qualification and reference ofBidder:

2.1    Requirements for Qulification of Bidder

1)       Bid by Agent: Acceptable, the Bidder should beduly authorized by the goods' Manufacturer or Producer to supply the goods inthis bidding project.

2)       Joint Bids： NOT Acceptable

3)       The Bidder should promise at his own costarrange inspection and obtain final certificate of the SSIV Package from anyone of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV,Lloyd’s and CCS.The design review report and inspection certificate shall be issued by the certifying agency and transferred to the PURC·

4)       The Bidder should promise that the SSIV/RIV and umbilical and flying lead are produced in its brand own manufactory. Meanwhile overseas manufacturer promise to providecertificate of origin. The purchaser does not accept the OEM product. The Brand manufacturer refers to the manufacturer's own brand of products produced in the manufacturer's manufacturing plant.

2.2    Requirement for Bidder's reference: 

SSIV/RIV provided by bidder for LS 17-2 SEMI shall have both performance 1 and performance 2.

Performance 1: Since Jan. 1st, 2006 to Jan. 1st, 2016, The SSIV/RIVBall Valve provided by bidder should have two track records at least (Including Ball Valve both size and pressure class shall all equal to or above 18" x1500LB one set, and Ball Valve both size and pressure class shall all equal toor above 12" x 2500LB one set) applied to offshore Oil/Gas Production Unit(application water depth no less than 100m，the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence(1.Relevant chapters copies of contract, and 2. commissioning report on user site or certificates of user application or certificates of user acceptance).

Performance 2: Since Jan. 1st, 2006 to Jan. 1st, 2016, The umbilicaland flying lead provided by bidder should have track records applied to atleast two offshore Oil/Gas Production Unit projects (projects application waterdepth no less than 100m，the signing date of contract is regarded as reference time).

The Bidder shall submit valid track records and relevant documentaryevidence (1.Relevant chapters copies of contract, and 2. commissioning reporton user site or certificates of user application or certificates of user acceptance).

The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of oil/gas productionfacility, technical requirements (size, pressure rating, application waterdepth), commissioning report (including the commissioning content and signing page) or certificates of user application or certificates of user acceptance.Absence of the reference evidence documents or failure to verify the foregoinginformation shall be deemed as an invalid track record.

3.       The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid forpurchasing Bidding Document from  April 24,  2019 to May 6,  2019. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Bidding documents online.
