1.中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

项目概况：垦利3-2油田新建1座4腿简易无人驻守井口保护架KL3-2WPFB，平台设生产计量装置、注水系统、排放系统等，不设电站、生活楼、飞机甲板。垦利3-2油田扩建新建1条KL3-2WPFB至KL3-2WHPA平台的10km8in/14in的双层保温混输海管；新建1条KL3-2WPFB平台至KL3-2WHPA平台的10km内径8in的单层保温注水海管；新建1条KL3-2WPFB平台至KL3-2WHPA平台的10km的复合海底电缆。

2.资格标准：

投标人所提供的关断阀和开关阀阀体及执行机构应为制造厂家的成熟产品，招标人不接受新试制产品。投标人所投每种类型的关断阀（阀门和执行机构需配套）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。对于气动关断阀，每个项目应有数量不低于32台阀门和执行机构配套的应用业绩。并且投标人所投产品的业绩中如未包含8寸1500磅阀门及执行机构配套的应用业绩，则投标人需另提供一个不低于8寸1500磅阀门及执行机构配套的应用业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。上述文件中如未包含气动关断阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

对于液动关断阀，投标人所投产品业绩必须包含不低于8寸1500磅阀门及执行机构配套的应用业绩。上述文件中如未包含关断阀和开关阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年5月15日开始至2019年5月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年6月5日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426室。

5. 开标时间：定于2019年6月5日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4F426室。

1.      ChinaNationalOffshore Oil Corp. Procurement Department Procurement & TenderingCentre andCNCCC International Tendering Co., Ltd. (hereinafter called“Tendering Agent”),for and on behalf of CNOOC China Limited (herinaftercalled"Purchaser") invites sealed bids from eligible bidders for thesupplyof following equipment:

    Project overview：The project will build one new 4-leggedsimple and unmanned wellhead protectionframe KL3-2 WPFB. The platform is equipped with production metering equipment,water injection system, discharge system, etc. No power stations, living buildingsand aircraft decks is equipped.The project will build one 10km 8in/14in double layer insulated multiphase subsea pipeline from KL3-2 WPFB to KL3-2 WHPA platform, one 10km 8in single-layer insulation water injection subsea pipeline from KL3-2  WHPA platform to KL3-2 WPFB platform, and one 10km composite submarine cable from KL3-2 WHPA platform to KL3-2 WPFB platform.

2.       QualificationRequirements

The valve and actuator of shutdownvalve and On-off valve providedby VENDOR shall be the mature products of the manufacturers. The newly trialproducts is unacceptable. Each type of the valve and actuator of shutdown and blowdown valves that VENDORsupplied should have at least two projects had successful applications inoffshore platform or FPSO for two years ( From the date of acceptance ofdelivery or the certificate issued by USER). For pneumatics SDV, each project shouldhave not less than 32 sets valves and actuators application performance. Forhydraulic SDV, the VENDOR product performance must include no less than 8" ANSI 1500# of valves and actuators' performance. The VENDOR shallprovide the corresponding documents (written material refers to: contract andthe commissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where shutdown valve and On-off valve is located and theinformation of the user, the VENDOR shall provide a valid document. The producttype of the performance provided by the VENDOR shall be the same as the producttype of the tender.

For pneumatics SDV, if the VENDOR’s productperformances don’t include the application performance of 8” ANSI 1500# ofvalve and actuator, the VENDOR should provide an additional applicationperformance of not less than  8” ANSI 1500# of valve and actuator. The VENDORshall provide the corresponding documents (written material refers to: contractand the commissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where shutdown valve is located and the information of theuser, the VENDOR shall provide a valid document. The product type of theperformance provided by the VENDOR shall be the same as the product type of thetender.
