项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

2.资格标准：
投标人所投标的流量计应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投流量计每种类型应具有至少两个项目在海洋环境下（海洋石油平台或FPSO）上成功运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩；火炬流量计如果为皮托管原理的流量计，须具有至少两个项目在石油化工行业运行一年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩；并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含流量计所在设施的名称及使用方信息，投标人应提供有效说明文件。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年6月3日开始至2019年6月12日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年6月25日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426室。
5. 开标时间：定于2019年6月25日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4F426室。

2. QualificationRequirements
The flowmeters providedbyVENDOR shall be the mature products of the manufacturers, new trialproductswould not been accepted. The products provided by VENDOR should have atleasttwo projects had successful applications in offshore platform/FPSO fortwoyears ( From the date of acceptance of delivery or the certificate issuedbyUSER). If the flare gas flowmeter is a flowmeter in the form of a pitottubeprinciple, it must have at least two projects had successful applicationsinpetroleum refining industry for one year or more ( From the date ofacceptanceof delivery or the certificate issued by USER). TheVENDOR shallprovide the corresponding documents (written material refers to:contract andthe commissioning acceptance documents or contract and theeffective proofcertificate issued by the operator). If the above documents donot contain thename of the facility where flowmeter is located and theinformation of the user,the bidder shall provide a valid document.
3. Allthose who are willing toparticipate in the bids are kindly requested to : enterinto website https://buy.cnooc.com.cn/cbjyweb topurchase the bidding documents (electronic edition) on linefrom June 3rd, 2019 to June 12th, 2019 upon non-refundablepayment of RMB 2,000 orUSD300 for each copy.
