项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

2.资格标准：

★投标人所投标的变送器应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在海洋环境条件下（海洋石油平台或 FPSO）运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含变送器所在设施的名称及使用方信息，投标人应提供有效说明文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年6月19日开始至2019年6月26日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview: The new 4 leg platform QHD33-1S WHPA, whichhave 12 wells slots (include 4 twin hole-in-mono bore, total 16 wells) will bedeveloped atQHD33-1S oil field PHASE I development. QHD33-1S WHPA platform isconnected toQHD33-1 WHP platform by bridge. The main systems of QHD33-1S WHPAis as follows: the HXJ135 work over, the 28 living building, the helideck, themetering separator, the production water treatment system, water injectionsystem, the sewage treatment system, and the gas generator, etc.

2. Qualification Requirements

★The transmitters provided by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted. The products provided by VENDOR shall have at least two projects of two years or more of successful performance(from the date of acceptance of delivery or the certificate issued by the applicant) of the in the marine environment（offshore platform or FPSO）, and provide the corresponding written materials(written material refers to: the contract and the delivery of acceptance or the contract and the use of a valid certificate issued by the user). If the above documents do not contain the name of the facility where the transmitter is located and the information of the user, the bidder shall provide a valid document.

3. All those who are willing to participate in the bids are kindly requested to :enter into website https://buy.cnooc.com.cn/cbjyweb to purchase the bidding documents (electronic edition) on line from June 19, 2019 to June 26, 2019 upon non-refundable payment of RMB 2,000 or USD300 for each copy.
