项目概况：南堡35-2油田S-1井区新建一座无人驻守简易井口平台NB35-2 WHPC，NB35-2 WHPC平台所生产油气水利用电潜泵的压力通过6"海底管道混输到NB35-2 CEP平台，与NB35-2CEP、WHPB平台所原油一起处理，处理合格后通过海底管道输送至世纪号FPSO进行存储及外输。

交货期/交货地点：
国内交货要求：2019年12月31日前到达天津塘沽买方指定地点。
国外交货要求：2019年12月15日前CIF天津新港。
2.资格标准：
★投标人所投的火气探测及报警设备应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品（火气探测报警设备,包括火焰探头，可燃气探头，氢气探头，烟探头，热探头，声光报警设备，FM200释放/抑制报警设备，手报报警站，弃平台按钮，可寻址火灾报警盘）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩（其中业绩参考规模按照渤海井口平台项目KL10-4，设备数量不低于以下要求，可燃气探头53个，火焰探头38个，热探头25个，烟探头24个，氢气探头2个，声光报警设备32个，FM200释放/抑制报警设备30个，手动报警站22个，弃平台按钮3个，可寻址火灾报警盘1个）。并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）；上述文件中如未包含火气探测报警设备所在设施的名称及使用方信息，投标人应提供有效说明文件。
★火焰探头应按照国家有关规定提供3C证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年7月1日开始至2019年7月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年7月23日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层430室。

2. QualificationRequirements:
★TheFire & Gas Detection/Alarm Devices that VENDOR supplied should be matureproducts for manufacturers. Thenewly trial products is unacceptable. The products that VENDOR supplied (include but notlimited：flame detector, combustible gasdetector, hydrogen gas detector, smoke detector, heat detector, alarm strobeand bell, FM200 manual release/inhibit pushbutton, manual station, APS station,Addressable fire alarm panel) should have at least two projects which hadsuccessful applications in offshore platform/FPSO for two years( From the dateof acceptance of delivery or the certificate issued by USER). (Performancescale refer to KL10-4 platform, and the QTY of equipment shall less than thefollowing requirements, combustible gas detector 53, flame detector 38, heatdetector 25, smoke detector 24,hydrogen gas detector 2, alarm strobe and bell32, FM200 manual release/inhibit pushbutton 30, manual station 22, APS station3, Addressable fire alarm panel 1) .The VENDOR shall provide the correspondingdocuments (written material refers to: contract and the commissioningacceptance documents or contract and the effective proof certificate issued bythe operator). If the above documents do not contain the name of the facilitywhere Fire & Gas Detection/Alarm Devices are located and the information ofthe user, the bidder shall provide a valid document.
★Flame detector must havecertificate of China Compulsory Certification.
3.
