1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co.,Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development by International CompetitiveBidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.1货物名称：一体化海洋监测系统

投标人应提供一个一体化海洋监测系统（IMMS)包含下面子系统：

The bidder shall provide an Integrated Marine Monitoring System (IMMS) which will be comprised of the following sub-systems:

装载管理程序

Load Management Program

环境监测系统

Environmental Monitoring System

系泊监控系统界面

Mooring Monitoring System Interface

SCR监控系统界面

SCR MonitoringSystem Interface

不间断电源系统

Uninterruptible Power System

UPS的容量为7KW。UPS应当包含带充电器的电池和一套UPS逆变器。UPS的输出功率为220VAC±10%,50HZ±5%。电池应当是免维护型镍镉电池。

The UPS's capacity is 7KW. The UPS shallinclude the battery with charger and a set UPS inverter. The UPS output power shall be 220VAC±15%, 50HZ±5%. The battery shall benickel-cadmium, non-maintaining type.

电池容量的计算应符合IEEE 1115（最新版）的要求，并考虑低温效应、老化因素、电压和逆变器的效率。

Battery Capacity calculation should beaccording to IEEE 1115 (latest revision) and considering low temperature effect, ageing factors,voltage and efficiency of inverter.

满载放电时间：72小时

Discharge time for full load: 72 hours

设计裕度：1.1

Design margin:1.1

老化系数：1.25

Ageing factor: 1.25

设计温度：最高38.2℃/最低11℃

Design temperature: Max 38.2℃/Min 11℃

电压：允许的最小电池电压。

Voltage: minimum permissible battery voltage.

整流器应为可控硅整流器（最少6脉冲波）。维护旁路开关应为先合后断型，以确保电源的连续性。

The rectifiers shall be Silicon controlled rectifiers (Minimum 6 pulse wave). The maintenance bypass switch shall be of the make-before-break type to ensure continuity of power tothe critical load.

装载计算机和程序应满足规格书中的要求。两台装载计算机为冗余设计。

Loading computer and program shall meet the requirements of the specification. Two load computers shall be redundant design.

境外：2020年8月20日；

Outside of PRC customs territory：August 20,2020

境内：中国山东省青岛市陵水17-2气田开发工程项目建造场地。

Within PRC customs territory: Construction site of Lingshui 17-2 Gas Field Development Project, QingdaoCity, Shandong, P.R.China.

境外：DAP中国山东青岛港（INCOTERMS2010）（含卸船费）

Outside of PRC customs territory: DAP Qingdao Port, Shandong, P.R. China（INCOTERMS2010）(including charges for unloading）

2. 对投标人的资格和业绩要求：

Requirements forQualification and reference of Bidder:

2.1 资格要求

Requirements for Qualification of Bidder

1)是否接受代理商投标：接受，代理商应得到制造商同意其在本次投标中提供该货物的正式授权书。

Bid by Agent: Acceptable, the Bidder should be duly authorized by the goods' Manufacturer or Producer to supplyt he goods in this bidding project.

2)是否接受联合体投标：不接受

Joint Bids： NOT Acceptable

3)投标人对所供应产品进行检验，并承诺自费获得以下要求的检验证书。

The bidder should promise to arrange inspection of the products supplied and obtain final inspection certificates at his own cost of the following requirements.

a.投标人应提供由ABS颁发的装载计算机T2设计证书。

The bidder shall supply the T2 certificate of design issued by ABS for loading computers.

b.对于IMMS系统（loading computers除外）和现场测量装置，投标人应提供经第三方（ABS、CCS、BV、DNV或LR）签发的根据招标文件附件"请购书附录A"中要求的B类或T2设计证书。

The bidder shall supply the category B equipment certificated according to the REQ appendixA of Bidding Document or T2 certificate of design issued by the third–party (ABS, CCS, BV, DNV or LR) for IMMS system (except loading computers) and filed measurement devices.

4)对于不间断电源装置，招标人不接受贴牌产品，投标人应承诺（境外制造商）提供原产地证书。

For the UPS units，the tenderee does not accept OEM product, the bidder (foreign manufacturer) shall provide certificates of origin.

5）投标人承诺IMMS盘柜应当是PLC或者DCS系统。

The bidder shall promise that IMMS panel shall be PLC or DCS system.

2.2 业绩要求：

Requirement for Bidder's reference:

2008年1月1日至投标截标日，投标人提供的一体化海洋监测系统中的环境监测系统须至少有2套海上油气生产装置的应用业绩（合同签署时间为业绩时间）；同时，投标人提供的一体化海洋监测系统中的LMP（Load Management Program）系统至少有2套海上浮式油气生产装置的应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节，和2.用户现场调试报告或用户使用证明。

From January 1, 2008 to the deadline for submission of bid, the Environmental Monitoring System of the IMMS provided by the bidder shall have track records applied to at least two sets of Offshore Oil/Gas Production Units(the signing date of contract is regarded as reference time)，and the Load Management Program System of the IMMS provided by the bidder shall have track records applied to at least two sets of Offshore Oil/Gas Production Floating Platforms (the signing date of contract is regarded as reference time). Bidders shall submit valid performance statements and relevant supporting documents (1. Relevant chapters copies of contract, and 2. User's on-site commissioning report or user's certificate of use).

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件必须至少体现以下内容：合同的签署时间、货物名称、供货数量、设备所属油气生产装置类型、用户使用证明或用户调试报告（包括调试内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

Bidders are required to submit performance forms in the prescribed format and relevant performance certificates. The relevant documentary evidencemust embody at least the following contents: the signing time of the contract,the name of the goods, the quantity of goods supplied, type of oil and gas production equipment in which the good is applied, user's certificate of use or user's on-site commissioning report (including commissioning contents andsigning pages). Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年7月16日开始至2019年7月25日止，请登录中国海洋石油集团公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasingBidding Document from July 16, 2019 to July 25, 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not beaccepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding Documents which is non-refundable,Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年8月6日上午10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3楼308号会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to Room No.308, the 3rd floor, CNOOC Tower, No. 6 Dongzhimenwaixiaojie,Dongcheng District, Beijing 100027, P.R. China at or before 10:00 am (Beijing Time) on August 6, 2019. Any bid beyond the requiredtime and date shall be subject for rejection.

Bid opening time: 10:00 am (Beijing Time) on August 6, 2019.
