是否接受联合体投标：本次招标允许联合体投标，但仅限于在联合体牵头人无法合法签订人民币合同的情况下与国内的联合体成员组成联合体，且全部联合体成员数量不得多于两家。

2.资格标准：

（1）投标产品成橇商所提供的燃气透平发电机核心部件（燃气轮机/发电机）应是制造厂的标准产品，燃气轮机、发电机分别至少有2套类似的产品在海洋环境（海上平台/FPSO、近海岸的油气处理终端、海洋码头）条件下成功运行两年及以上业绩，并提供相应的书面证明材料（合同和调试验收文件或合同和使用方出具的有效证明文件）。

（2）投标产品成橇商应具有至少2个项目燃气透平发电机组在海洋环境（海上平台/FPSO、近海岸的油气处理终端、海洋码头）成橇并成功运行2年及以上业绩，并提供相应的书面证明材料（合同和调试验收文件或合同和使用方出具的有效证明文件）。（如为联合体投标，则联合体牵头人必须满足该项业绩要求）

（3）未经使用的新试制产品, 买方是不接受的。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年7月19日开始至2019年7月26日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年8月13日10时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308室。

5.开标时间：定于2019年8月13日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层308室。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China LimitedZhanjiang Branch (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supplyof following equipment:

Joint Bids: Joint Venture is permitted, which is only for the leading party cannot sign the contract in RMB Yuan legally form Joint Venture with that member. The quantity of members shall not be more than two. domestic
2. Qualification Requirements:

The core components of gas turbine generator set (gas turbine/generator) provided by the VENDOR who have packaged The Gas Turbine Generator Packages shall be the standard products of the manufacturer. At least two sets of similar products of gas turbine and/or generator have beensuccessfully operated for two or more years in marine environment (offshoreplatform/FPSO, offshore oil and gas treatment terminal, offshore wharf).Provide corresponding documentary evidence (contract and trial receiptdocuments or contract andvalid certification documentsissued by the user).

The VENDOR who have packaged The Gas Turbine Generator Packages shall have at least two projects of gas turbine generator set sledding in marine environment (offshore platform/FPSO, offshore oil and gas treatment terminal, offshore wharf) and successful operation for 2years or more. Provide corresponding documentary evidence (contract and trial receipt documents or contract andvalid certification documents issued by the user).(If the bidder is Joint Venture, the leading party shall meet the experience requirements.)

Unused prototype equipment shall not be acceptable.
