项目概况：陆丰区域油田位于南海珠江口盆地，本次开发陆丰14-4油田/陆丰14-8油田、陆丰15-1油田及陆丰22-1油田，油田所在海域水深分别为145米、286米及330米，新建1座8腿LF14-4DPP平台开发陆丰14-4和陆丰14-8油田，1座4腿LF15-1DPP平台开发陆丰15-1油田，1套水下生产系统开发陆丰22-1油田。

★2.资格和业绩要求：
(1) 资格要求
A.泵体制造商和成撬商均通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
B.如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
C.注水泵橇应适合在海洋环境使用，供货商应自费完成检查、试验并整橇获得COOOSO认可的任意一家认证机构（ABS/DNV/BV/Lloyd’s/CCS）的证书。
(2) 业绩要求：
投标人为陆丰油田群区域开发项目提供的注水泵（往复式）必须是成熟产品，试制产品不能被接受，并需要满足以下要求：
投标人提供的注水泵（往复式）应在2009年1月1日至2019年5月1日至少有2套在海上油气生产设施（钻采平台、浮式生产储卸装置、海上移动装置）成功运行2年及以上，并且满足泵排量至少达到80m3/h，同时出口压力至少达到26000kPaG，连续运行工况，输送介质为液体的业绩要求。
投标产品的成撬商应至少有2套为本次投标品牌的注水泵（往复式）成功成撬的业绩要求。
如果投标人是代理商，需提供与本次投标产品同品牌的代理业绩并提供相应支持文件。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。运行起计时间以业绩证明文件第（2）项所显示的运行开始时间为准。业绩证明文件包括但不限于：
1).销售合同复印件（含相关技术附件）和
2).用户签字的成功运行证明文件和/或用户签发的临时接受证书和/或有第三方船级社签字的调试记录报告。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年8月5日开始至2019年8月12日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年8月27日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。
5. 开标时间：定于2019年8月27日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

Project overview:Lufengoilfields are located in the Pearl River Mouth Basin, South China Sea,whichinclude LF14-4 oilfield/ LF14-8 oilfield, LF15-1 oilfield and F22-1oilfield, ofwhich the water depth is about 145m, 286m and 330 m. The newLF14-4 DPP with 8legs is used to develop Lufeng 14-4 oilfield and Lufeng 14-8oilfield, the newLF15-1 DPP with 4 legs is used to develop Lufeng 15-1 oilfield, and the newLF22-1 SPS is used to develop Lufeng 22-1 oilfield.

★2. Requirements forQualification and reference of Bidder:
（1）Requirements forQualification of Bidder:
A.The pumpmanufacturer and integrator of the Bid Goods shall pass ISO9001Certification,and the Bidder shall provide valid Certificate of QualityManagement SystemCertification.
B.If the bidder isanagent, the Bidder shall be duly authorized by the goods’ Manufacturer tosupplythe goods in this bid.
C.The Water Injection Pump Skids can run in the offshoreenvironment. The BIDDERshall at his own cost arrange inspection and obtainfinal certificate of the packagefrom one of the certifying agencies authorizedby COOOSO, which are ABS, DNV,BV, Lloyd’s or CCS.
(2) Requirement forBidder'sreference:
Thereciprocating pump that Bidder selected for LUFENGOilfield Development Projectshould be manufacturer standard and provenproducts, the products which isnewly trial-manufacture is inacceptable，Thereciprocatingpump need to meet below requirements：
The reciprocating pump selected by Bidder for LUFENGOilfield Development Project should have at least 2 sets successfully operatedreferences in offshore Oil/Gas Production facility （DPP，FPSOorMOU ）for atleast two years from 01.Jan.2009 to 01.May.2019, Which all meet thetechnicalrequirements (capacity should be 80 m3/h at least and the pump dischargepressure should be 26,000 kPaG at least，the working conditionis continual，and the media pumped isliquid).
The reciprocating pump Skids manufacturer for LUFENGOilfield Development Project shall have at least two sets of the same brandproducts skids successful References.
Traders'sales performance requirements, at least withmanufacturers or manufacturers is a stable cooperative relationship, has asuccessful sales performance.
If the Bidder is an agent,shall had completed supply of the same brand product, and provide supportingdocuments.
The running starting time shall be subject to the timeshowed in the certificate notice or commissioning report required in item (2)below. The Bidder shall submit the Reference List in given form, and providecorresponding documentary evidence, which including at least one of anyfollowed:
(1).Copies of sales contract (including technical appendix)and
(2).A certificate notice signed by End user to Verify itssuccessful run and/or temporary accept certificate signed by End user and/orcommissioning reportsigned by a third party classification society.
3.
