1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase the Goodsand the relevant services required under the project of Lingshui 17-2 Gas Field Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.1 货物名称：压载控制系统（BCS）

Name of Goods: Ballast Control System（BCS）

1) 控制系统

Control System

压载控制系统应是PLC控制架构，其控制器，通讯模块，电源模块（包括控制器和I/O模块的电源变压器及其他电源设备），网络交换机，控制总线，网络电缆，数据通讯总线，数据采集模块等其它硬件应是1:1冗余的。

BCS shall be PLC based, and shall be 1:1 redundant for controller, communication module, power module(Including the power transformers and other power supply devices for bothcontroller and I/O module), Control system Ethernet, net switch, net cable, data communication bus, data archiving and other hardware necessary.

控制器的负载率（包含已安装的10%和备用20% IO）应不超过60%。控制网络和数据总线的负载率应不超过60%。投标人应提供相应的计算报告。

The loading of controllershall not exceed 60% when the maximum I/O (including 10% installed spare I/Oparts and 20% future I/O parts) are considered. The loading of control networkand data bus shall not exceed 60% in the maximum case. The bidder shall beprovided the calculation for loading rate in quotation.

压载控制系统的扫描周期应是不超过500毫秒。

The scan time for BCSshall be less than 500ms.

2) 阀门遥控系统

valve remote control system

所有电液阀门执行器驱动机构型式为齿轮齿条型式。

The type of all electro-hydraulicvalve actuator drive mechanism should be gear rack.

整体尺寸限制要求如下(单位：毫米)：

Within PRC customs territory:Construction site of Lingshui 17-2 Gas Field Development Project, Qingdao City, Shandong, China.

境外：DAP中国山东青岛港（INCOTERMS2010）（含卸船费）

Outside of PRC customs territory: DAP Qingdao Port, Shandong, China（INCOTERMS2010）（includingcharges for unloading）

2. 对投标人的资格和业绩要求：

2.1 资格要求

Requirements for Qulification of Bidder

是否接受代理商投标：接受，代理商应得到制造商同意其在本次投标中提供该货物的正式授权书。

Bid by Agent: Acceptable,the Bidder should be duly authorized by the goods' Manufacturer or Producer tosupply the goods in this bidding project.

是否接受联合体投标：不接受

Joint Bids： NOT Acceptable

投标人应承诺自费按以下要求对所提供的产品进行检验并获得检验证书。整个压载控制系统（包括控制系统、阀门遥控系统和液位遥测系统）需要取得CCS船级社的船用产品证书或ABS设计认可证书（T2）。投标人同时承诺上述证书应随货物一起提供。

The bidder should promise to arrange inspection of the products supplied and obtainfinal inspection certificates at his own cost of the following requirements.The entire elements in ballast control system（including control system、valve remote control system and tank gauging system） should have certificate of marine product issued by ChinaClassification Society (CCS) or Design issued T2 by American Bureau of Shipping (ABS). The bidder should promise that the above certificate shall be provided with the goods.

投标人应承诺对于整个压载控制系统（包括控制系统、阀门遥控系统和液位遥测系统），不提供贴牌产品，同时承诺（境外投标人）提供原产地证明，买方不接受贴牌产品。

The Bidder should promise that the ballast control system（including controlsystem、valve remote control system and tank gauging system）should be No OEM products, Meanwhile overseas bidder should promise to provide certificate of origin. The purchaser does notaccept the OEM product.

投标文件中，投标人应：1）提供至少一项以往项目DN800或以上单作用齿轮齿条电液式驱动头的船级社产品证书；和2）提供至少一项以往项目不锈钢316L（本体材料）电液式或液压式驱动头的船级社产品证书；和3）提供至少一项以往项目铜材（本体材料,铜指的是锡青铜合金）电液式或液压式驱动头的船级社产品证书；和4）提供产品厂家阀门遥控系统（有效期内）的型式认可证书。

In his bid, the bidder shall provide at least 1）one product certificate of single-acting gear rack type electro-hydraulic valve actuator, issued by classification society, and the valve size is DN800 or above.2）one product certificate of electro-hydraulic or hydraulic valve actuator with 316L (body Material),issued by classification society. 3) one product certificate of electro-hydraulic or hydraulic valve actuator with Copper (body Material,Copper refers to CuSn),issued by classification society.4) the type approval certificate of the valve remote control system (validity period) of the manufacturer.

（2）业绩要求：

Requirement for Bidder's reference:

2008年1月1日至投标截标日，投标人所投产品制造商应具有至少一项电液式点对点阀门遥控系统在海上半潜式平台（半潜式钻井平台或半潜式生产平台）或FPSO或半潜船应用业绩（合同签署时间为业绩时间），阀门遥控系统中的电液阀门数量至少100台以上。

From January 1, 2008 to the deadline for submission of bid, the manufacturer of the products submitted by the bidder shall have references applied to at least one set of electro-hydraulic point-to-point valve remote control system on offshore Semi-Submersible platform（drilling or production platform） or FPSO or Semi-Submersible ship (the signing date of contract is regarded as reference time), and the number of electro-hydraulic valves in the valve remote control system shall be at least 100.

投标人须提交有效的业绩表和相关证明文件。业绩证明文件必须至少体现以下内容：合同复印件相关章节,合同签署时间、货物名称、供货数量、设备所属装置类型、阀门遥控系统中的电液阀门数量、BCS系统接受证书或船用产品证书。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

The Bidder shall submit valid reference table and relevant documentary evidence. The documentary evidence for Bidder's reference shall contain but not limited to: relevant chapters of copies of contract, the date of contract signing, equipment name, quantity, type of facility, the number of electro-hydraulic valves in the valve remote control system , BCS system acceptance certificate or certification of marine product. Absence of the reference evidence documents or failure to verify the foregoing information shall be deemed as an invalid reference.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年8月13日开始至2019年8月20日止，请登录中国海洋石油集团公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from August 13, 2019 to August 20, 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operatedonline and offline payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding Documents which is non-refundable,Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年9月3日上午10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3楼306号会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid securityas specified and must be delivered to Room No.306, the 3rd floor, CNOOC Tower, No. 6 Dongzhimenwaixiaojie,Dongcheng District,Beijing 100027, P.R. China at or before 10:00 am (Beijing Time) on Sept.3, 2019. Any bid beyond the required time and date shall be subject for rejection.
