1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海油福建漳州天然气有限责任公司委托，邀请合格投标人就漳州LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：消防泵
数量：1台海水消防电泵、1台海水消防柴油泵及1台消防水测试泵
交货期：关境外提供的货物分两批交货，其中第一批包括地脚螺栓、固定板，合同签订后300日达到中国厦门港，第二批包括消防泵和备件等，合同签订后460日到达中国厦门港；关境内提供的货物分两批交货，其中第一批包括地脚螺栓、固定板，合同签订后300日到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场，第二批包括消防泵和备件等，合同签订后460日到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场。
2．业绩和资格要求：
1）投标人必须是具有独立法人资格的消防泵制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
2）财务要求：投标人应提供2015-2017年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。
2015-2017年三年平均净资产：不低于等值1200万元人民币；
2015-2017年三年平均资产负债率：小于0.8。
3）技术和生产能力要求：制造商具有立式长轴消防泵测试试验平台。
4）业绩要求：制造商自2006年1月1日至2017年12月31日应至少具有1个石化项目长轴潜没式海水消防泵产品（电机驱动消防泵及柴油机驱动消防泵至少各一台，流量不低于1800m3/h,扬程不低于120米），具有良好使用业绩。供货业绩应提供相关证明材料。
相关证明材料包括：业绩合同关键页复印件（如：合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）。无法提供证明材料的业绩为无效业绩。授标前招标人保留调查考察业绩是否良好运行的权利，一旦查实不良表现，按业绩造假处理。
5）质量要求：制造商应提供质量管理体系认证证书，且证书在有效期内。
3．主要技术要求：
1) 设计流量（电动消防水泵/柴油机消防水泵）：2100m3/h；
2) 扬程（电动消防水泵/柴油机消防水泵）：142米；
3) 与海水接触部件的主要材料：双相不锈钢或更好材料；
4) 设计流量（消防水测试泵）：700m3/h；
5) 扬程（消防水测试泵）：130米；
6) 产品寿命：25年。
4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2019年8月29日开始至2019年9月5日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。
5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年9月19日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层427号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2019年9月19日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7．开标地点：北京市东城区东直门外小街6号海油大厦4层427号会议室。

1. Procurement& TenderingCenterof CNOOC Procurement Dept. and CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC FujianZhangzhou Gas Co., Ltd (hereinafter called "Purchaser") invitessealedbids from eligible bidders for the supply of following equipment:

Qty: one Electirc driven firewater pump、one Diesel motor drivenfirewater pump and Fire water test pump
Delivery Schedule:
For goods offered from outside PRC customsterritory: the goods shall be delivered in two batches. The first batch shallinclude anchor bolt and template，the first batch shall arrive at Xiamen Port, Fujian, P.R.Chinawithin 300 days from the date of the signing of the contract. And FirewaterPump, spares and others as the second batch shall arrive at Xiamen Port,Fujian, P.R.China within 460 days from the date of the signing of the contract.
For goods offered from within PRC customsterritory: the goods shall be delivered in two batches. The first batch shallinclude anchor bolt and template，the first batch shall arrive at Zhangzhou LNG Terminal ProjectSite (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, FujianProvince,China) within 300 days from the date of the signing of thecontract. AndFirewater Pump, spares and others as the second batch shall arrive at ZhangzhouLNG Terminal Project Site within 460 days from the date of the signing of thecontract.
2. Qualification requirement:
1) Biddershall be manufacturer or authorized agent designated by manufacturer with thequalification of independent legal entity.
Bidder fromwithin the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate. Bidder fromoutside the PRC Customs Territory shall provide valid independent legal entitycertificate.
If the goodsis not manufactured by bidder, the bidder shall obtain the only legal officialauthority of the manufacturer that the bidder could provide the goods for thebid in China.
2) Bidder shallsubmit 2015-2017 audited financial report issued by auditing agency, including balancesheets, cash flowstatement, profit statement.
Average netassets of last three years (from 2015 to 2017): not less than RMB 12,000,000Yuan or equivalent;
Average asset-liabilityratioof last three years (from 2015 to 2017): less than 0.8.
3) Technicaland production capability:Manufacturer shall have platform for testing long shaft submersible firepump.
4) Manufacturer shall have at least one long shaft submersible seawaterfire pump (at least one motor driven fire pump and one diesel engine drivenfire pump, with flow no less than 1800m3/h and head no less than120m) supply reference for petrochemical project since January 1, 2006 toDecember 31, 2017, and operate normally for more than one year.
The referencesshall be testified by proof materials.
The proofmaterials as the homepage of contract, the sign date page of contract, thedelivery date page of contract, the both parties signed and stamped page ofcontract,the description page of Goods scope or Work scope, the key pages ofmain technical parameters, the original copy for reference). The performancewithout certification documents will be treated as invalid performance. The purchaser retains right to investigate whether the bidder’sperformance is in good operation. Once any poor performance is verified, itswill be deemed as fraud.
5）Manufacturershall have the quality management system certification and the certificate isvalid.
3. Maintechnical requirement:
1) Process Operating Flow Rate(Electircdriven firewater pump/ Diesel motor driven firewater pump):2100 m3/h;
2) Head(Electirc driven firewater pump/Diesel motor driven firewater pump):142m;
3) Main material incontact with seawater: Duplex Stainless Steel or better;
4) Process Operating Flow Rate(Fire watertest pump):700 m3/h；
5) Head(Fire water test pump):130m;
6) Service life: twenty-five years.
4. Theinterested Bidders may obtain the bidding document by following method: Pleaselogin at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on thepage of Invitation for bid for purchasing Bidding Document from Apr. 29th, 2019 to Sep. 5th 2019. For the first time of login,a registration (free of charge) is needed and only after successfulregistration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated online and offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD 300.00 for each copyof Bidding Documents which is non-refundable, Bidder may download the BiddingDocuments. Bidder fails to purchase Bidding Documents online is not eligible tobid. In addition, the bidder need to succeed in the China international biddingnets (http://www.chinabidding.com/) registered and through the platform review.
5. Bids must be delivered to MeetingRoom No.427 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. Chinafor submission of bids before 10:00 a.m.(Beijing time) on Sep. 19th, 2019.
6. Bids will be opened in thepresence of bidders' representatives who choose to attendat 10:00 a.m. (Beijing time) on Sep. 19th,2019 at Meeting Room No.427 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. Chinafor bid-opening.
