1. 中国海洋石油总公司采办部采购招标中心/中化建国际招标有限责任公司（以下简称：招标代理机构）受海洋石油工程股份有限公司（以下简称：招标人）委托，就项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
货物名称：储罐吊机
数量：2台
交货期：预埋件（含模块）：合同签订后12周内送至现场或8周内起运
        吊机：合同签订后64周内送至现场或60周内起运
交货地点：境内：福建省龙海市兴古湾项目现场
          境外：福建省漳州市附近港口
2.   有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年9月10日开始至2019年9月18日止，在中国海洋石油总公司门户网站（http://www.cnooc.com.cn/col/col871/index.html）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，系统将向投标人在购买招标文件登记表中填写的电子邮箱发送通知邮件，投标人可通过邮件中的链接自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
3.   投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年10月10日10:00时（北京时间）前递交至北京市东城区东直门外小街六号海油大厦四层418会议室，在此时间后收到的投标文件恕不接受。
4. 开标时间：2019年10月10日10:00时（北京时间）。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。
业绩及资质要求：
1）悬臂吊机电气、仪表和机械摩擦部件：制造商应具有国外 ATEX 防爆认证或国家级资质的防爆检验机构出具的防爆检验报告。
2）制造商应具有质量保证体系及质量认证书
3）制造商应具备1个及以上中国境内16万立方LNG储罐项目罐顶吊机供货业绩。

1.      CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of OFFSHORE OIL ENGINEERING CO., LTD.(COOEC) (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Delivery Schedule: embedded part(include module) : arrived in 12 weeks or shipment in 8 weeks after contract signed
                Cantilever Cranes: arrived in 64 weeks or shipment in 60 weeks after contract signed

Cisborder: working Site in Xingguwan Longhai City, Fujian Province, CHINA
Overseas: Ports near Zhangzhou City, Fujian Province, CHINA

2.             All those who are willing to participate in the bids are kindly requested to :
enter into website http://www.cnooc.com.cn/col/col871/index.html to purchase the bidding documents (electronic edition) on line from Sep. 10, 2019 to Sep. 18, 2019 upon non-refundable payment of RMB 2,000 or USD300 for each copy. After completion of the remittance, the online system will send the link automatically to the email that the bidder has filled in the online registration form for the bidder to download the bidding documents.

3.                  Bids must be delivered to Meeting Room 418, Floor 4,CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 10:00 a.m. (Beijing time) on Oct. 10,2019.

4.         Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on Oct. 10,2019 Meeting Room 418, Floor 4,CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.

Achievements and qualification:
1) Electrical, instrumentation and mechanical friction parts of cantilever crane: The manufacturer shall have ATEX explosion-proof certification abroad or explosion-proof inspection report issued by national qualification explosion-proof inspection institutions.
2) The manufacturer shall have a quality assurance system and a certificate of quality certification..
3) The manufacturer shall have at least one achievement that supplying Cantilever Cranes for 160,000 cubic LNG project in China.
