1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，曹妃甸6-4油田开发项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：旅大6-2油田开发项目UPS

数量： 1台

交货期：2020-10-13（国内）或2020年10月1日（进口）

交货地点：中国山东青岛建造场地（国内货物）或山东青岛港（进口货物）

2．业绩和资格要求：

投标人所投标的UPS 应为制造商的成熟产品，买方不接受新试制产品。品在投标截止日前十年内应具有至少两台套（设备容量≥60KVA）在海洋环境条件下（海洋石油平台、FPSO）运行一年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人本次投标的UPS 产品型号应与业绩证明文件中UPS产品型号相同。

3．主要技术要求：

（1）UPS 额定容量：60 kVA；额定频率：50Hz；

（2）UPS 过载能力为：150%一分钟；

（3）UPS 应具有电池组性能监测功能。

（4）UPS 需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS,LIoyd's, DNV,CCS，BV）对UPS 设备整体进行检验并获得检验证书。

4．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2019年9月23日至2019年9月29日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年10月16日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层418号会议室，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2019年10月16日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

7．开标地点：北京市东城区东直门外小街6号海油大厦4层418号会议室。

8. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

1. Procurement& Tendering Centerof CNOOC Procurement Dept. andCNCCC International Tendering Co., Ltd.(hereinafter called “TenderingAgent”), for and on behalf of CNOOC China Limited (hereinafter called"Purchaser") invites sealed bids fromeligible bidders for the supply offollowing equipment:

2. Qualificationrequirement:The UPS that bidder supplied shall be themanufacturer's standard products. The newly trial prototype equipment is NOTacceptable.  Since in recent 10 years to the bid deadlineThe products（Rated Capacity ≥60KVA）shall be applied and run in at least two sets which had beenoperated successfully in marine environment （OffshoreOil Platform or FPSO ）for one years or more（from the signature date of commissioning acceptance report or thecertificate of operation time issued by the user）.Bidder shall submit relevant  paper document (contract and commissioningacceptance report, or contract and the effective certificate issued by theuser) . If the name of the facility and the user’sinformation are not included in the above documents, the bidder shall providethe valid documentation. The model of UPS in the bidder's bidding this timeshall be the same as the model of UPS in the performance certificate.

3. Maintechnical requirement:

•   Rated Capacity :60 Kva;Rated frequency:50Hz.;
•   UPS Overload ability: 150% for 1min;
•   UPS should have the function of monitoring for battery pack
•   The UPS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The UPS from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.

4.        All those who are willing to participate in the bids are kindlyrequested to :enter into website http://buy.cnooc.com.cn to purchasethebidding documents (electronic edition) on line from Sep 23th,2019 to Sep 29th, 2019 upon non-refundable payment of RMB2000 or USD300 for each copy.

5.       Bids must be delivered to Meeting Room No.418 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. Chinaforsubmission of bids before 10:00 a.m. (Beijing time) on October 16th, 2019.
