项目概况：旅大6-2油田新建1座8腿中心平台LD6-2 CEPA，物流首先进入生产/计量管汇，经三级脱水、脱气处理为合格原油，经输油海底管道输至SZ36-1 CEPO平台，通过栈桥与SZ36-1CEPN平台处理后的合格原油汇合后，经外输泵输至SZ36-1 CEP，再外输至绥中终端。LD6-2 CEPA平台脱出来的伴生气，经增压后与来自锦州25-1S的外输天然气汇合，作为燃料气供给透平发电机组。LD6-2 CEPA平台分离出来的生产水与水源井水经处理合格后，直接在中心平台LD6-2 CEPA上回注地层。

交货期/交货地点：
国内交货要求：2020年9月24日前到达山东青岛买方指定地点。
国外交货要求：2020年9月10日前CIF山东青岛港。
2.资格标准：
投标人所提供的井口控制盘应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品应具有至少两个项目在海洋石油平台上运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）。上述文件中如未包含井口控制盘所在设施的名称及使用方信息，投标人应提供有效说明文件。
制造厂家需有有效期内的ISO9001体系认证证书。
井口控制盘需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。供应商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LR,DNV，CCS，BV之一）对井口控制盘整体进行检验并获得检验证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年10月25日开始至2019年11月01日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年11月19日13:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308会议室。
5. 开标时间：定于2019年11月19日13:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层308会议室。
7.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。
8.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Overview:LD6-2 CEPA is a new 8-legged central platform in Luda 6-2oilfield. Logistics first enters the production/metering manifold. It is treatedas qualified crude oil by three-stage dehydration and degassing. It istransported to SZ36-1 CEPO platform by submarine pipeline. After the qualifiedcrude oil is combined with SZ36-1 CEPN platform by trestle, it is transportedto SZ36-1 CEP by external pump and then to Suizhong terminal. The associatedgas released from LD6-2 CEPA platform is supercharged and merged with theoutgoing natural gas from Jinzhou 25-1S to serve as fuel gas for Turbine units.After the production water and source well water separated from the LD6-2 CEPAplatform are qualified, they are directly injected back into the formation onthe central platform LD6-2 CEPA.

2. QualificationRequirements:
The Wellhead control panel provided by VENDORshall be the mature products of the manufacturers. The newly trial products isunacceptable. Since in recent 10 years to the bid deadline, the Wellheadcontrol panel that VENDOR supplied should have at least two projects hadsuccessful applications in offshore platform for two years (From the date ofacceptance of delivery or the certificate issued by USER). The VENDOR shallprovide the corresponding documents (written material refers to: contract andthe commissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where Wellhead control panel is located and theinformation of the user, the bidder shall provide a valid document.
The manufactures should have certificate of ISO9001.
The VENDOR shall conform that WCP will bedesigned, manufactured, certified and inspected in accordance with Safety Rulesfor Offshore Fixed Platforms. The VENDOR shall provide the authorized thirdparty certificate（DNV、BV、ABS、LR or CCS）.
3.
