2.资格标准：
投标人所投标的EMS系统应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品在投标截止日前十年内应具有两个项目在海洋环境条件下（海洋石油平台或FPSO）运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。
未购买招标文件不可以参加投标。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年11月06日开始至2019年11月13日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年11月27日上午10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第八会议室。
5. 开标时间：定于2019年11月27日上午10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层第八会议室。
6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。
7. 投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

2. QualificationRequirements:
The energymanagement systems provided by VENDOR should be the manufacturer's maturedproducts, The newly trial products is unacceptable. Since in recent 10 years tothe bid deadlineThe energy management systems shouldhave the successful application for the marine environment model in twoprojects in offshore platform or FPSO more than 2 years . Supplier shouldoffer one of the corresponding written document (contract and commissioning report, contract and other validdocuments by PURCHASERs or USERs) If document can not show theproject name or user’s information, Supplier need supply other support documents.
