1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标： 资金到位或资金来源落实情况：已落实 项目已具备招标条件的说明：已具备 是否接受联合体投标：不接受 项目概况：陆丰区域油田位于南海珠江口盆地，本次开发陆丰14-4油田/陆丰14-8油田、陆丰15-1油田及陆丰22-1油田，油田所在海域水深分别为145米、286米及330米，新建1座8腿陆丰14-4钻采平台（以下简称：“DPP”）开发陆丰14-4和陆丰14-8油田，1座4腿陆丰15-1DPP开发陆丰15-1油田，1套水下生产系统开发陆丰22-1油田。 货物名称：应急柴油发电机组 数量：2套（陆丰14-4 DPP：1套；陆丰15-1DPP：1套） 主要技术参数：1400kWe，50Hz，400V。 交货计划： A. 陆丰14-4 DPP应急柴油发电机组 | 关境内交货要求 | 关境外交货要求 | | 不晚于2020年5月27日到达珠海建造现场。 | 不晚于2020年5月13日到达珠海港。 | B. 陆丰15-1 DPP应急柴油发电机组 | 关境内交货要求 | 关境外交货要求 | | 不晚于2021年9月17日且不早于2021年7月17日到达珠海建造现场。 | 不晚于2021年9月3日且不早于2021年7月3日到达珠海港。 | ★2.资格和业绩要求： (1) 资格要求 招标人不接受贴牌产品。 应急柴油发电机组制造商和成撬商均应通过ISO9001质量体系认证，并提供有效的质量体系认证证书； 应急柴油发电机组应适合在海洋环境使用，投标人应自费完成检查、试验并整橇获得COOOSO认可的任意一家认证机构（ABS/DNV/Lloyd’s /BV/CCS)的证书。 (2) 业绩要求： 如投标人为代理商，需提供代理商和成橇商成功合作销售过2台套类似业绩的证明文件。 投标人提供的应急柴油发电机组必须是成熟产品，试制产品不能被接受。并需要满足以下要求： 具有不少于5台套海上平台应急柴油发电机组（机组额定功率不低于1400kWe，频率为50Hz或60Hz）并成功运行2年以上的良好业绩（起始时间为2009年8月1日），业绩中的柴油机品牌应与本次投标产品的品牌相同，并提交相关业绩证明文件。 业绩证明文件包括但不限于： 1) 销售合同复印件（含相关技术附件），和； 2) 用户签字或盖章的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告。 投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、主要技术参数。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。

The new LF14-4 Drilling Production Platform (hereafter to be “DPP”) with 8 legs is used to develop Lufeng 14-4 oilfield and Lufeng 14-8 oilfield, the new LF15-1 DPP with 4 legs is used to develop Lufeng 15-1 oil field, and the new LF22-1 SPS is used to develop Lufeng 22-1 oilfield. The Emergency Diesel Engine Generator Sets can run in the offshore environment, and the BIDDER shall make a commitment and at his own cost to arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS. (2) Requirement for Bidder's reference: If the Bidder is an agent, shall provide the supporting documents to prove twice successful cooperation experiences for similar selling with authorizing manufacturer. The Emergency Diesel Engine Generator shall be the standard product of BIDDER, the products which is newly trial-manufacture is inacceptable. And the following requirements need to meet： The Emergency Diesel Engine Generator Sets(>=1400kWe 50Hz or60Hz) should be the regular products of vendor, and at least five sets application and more than two-years successful running (starting from August 1st of 2009) as an offshore platform emergency diesel generator sets. The diesel engine brand of the reference should be the same as this bid brand, and the following documents required to be submitted: The copy of the contracts and the commissioning reports, or the Goods Acceptance Certificate issued by user. The above supporting document should be included goods name、quantity、capacity etc.(>=1400kwe@50Hz or 60Hz).
