1. 中海石油炼化有限责任公司采办共享中心（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司POX装置气化炉烧嘴框架协议所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred toas“the Tendering Agent”), entrustedby CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred toas “Tenderee” ), intends topurchase the Goods and the relevant services required under Framework Agreementof Gasifier Burner of Pox Plant of CNOOC Huizhou Petrochemicals Company Limitedby International Competitive Bidding. The Bidders are kindly requested toprovide the following Goods and services withsealed bids.

2. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

A．投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）业绩要求：

Requirement forBidder'sreference:

投标人从2011年5月1日至2019年5月1日，至少具有2台同时满足以下结构水煤浆气化炉烧嘴的销售业绩：

第1条：烧嘴本体采用水夹套强制冷却结构；

第2条：烧嘴本体有高压氧气的填料密封结构；

第3条：烧嘴为内混或内外混形式结构。

From May 1^st , 2011 to May 1^st 2019, the Bidder should have two or more sets of sales performance of E-GAS coal water slurry gasifier burners meeting the following structure at the same time:

1) The burnerbody adopts water jacket forced cooling structure;

2) The burner body has packing seal structure of high pressure oxygen;

3) The burner isof internal mixing or internal and external mixing structure.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及图纸等其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：1、烧嘴结构为：1）烧嘴本体采用水夹套强制冷却结构，和2）烧嘴本体有高压氧气的填料密封结构，和3）烧嘴为内混或内外混形式结构、2、合同签署时间、3、装置名称、4、设备名称和台数。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息，均视为无效业绩。

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:copies of sales contract (including technical appendix) , drawingsand other evidentiarydocuments.

The evidentiary documents provided by Biddershall as least demonstrate the content show as follows: 1.burner structure: 1) The burner body adopts water jacket forced coolingstructure, and 2) The burner body has packing seal structure ofhigh pressure oxygen, and 3)The burner is of internal mixing or internal and external mixing structure. 2.Contract Signature Date, 3.Plant Name, 4.Name of Equipment and Quantity. If no documentary evidencefurnished, or documentary evidence furnished can not demonstrate above information, the relevant reference will be deemed unvalid.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年12月4日开始至2019年12月12日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from December 4, 2019 to December 12, 2019. Forthe firsttime of login, a registration (free of charge) is needed and onlyaftersuccessful registration, Bidder can purchase Bidding documents online.The wholepurchasing process must be operated online and offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD 350.00 for eachcopy ofBidding Documents which is non-refundable, Bidder may download the BiddingDocuments. Bidder fails to purchase Bidding Documents online is not eligible tobid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年12月25日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must beaccompanied by a bid security as specified and must be delivered to 4th floormeeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on December 25, 2019. Any bid beyond the required time anddate shall be subject for rejection.
