项目概况：陆丰区域油田位于南海珠江口盆地，本项目位于中华人民共和国南海海域珠江南盆地LF14-4平台和LF15-1平台上安装的空压机撬的设计、制造、供货、检查、调试和运输。

 ★2.资格和业绩要求：

（1）空压机撬应满足在现场工况下运转，并获得由COOOSO认可的任意一家认证机构（ABS/DNV/Lloyd’s/BV/CCS)的证书；

（2）投标人所投标的空压机应为制造厂家的成熟产品，不接受新试制产品。从2004年11月1日至2019年11月1日，投标人本次所投品牌压缩机应具有2台套（驱动电机功率≥130Kw）在海上设施或海上船舶运行2年及以上的成功运转业绩。

（3） 从2004年11月1日至2019年11月1日，投标人本次所投品牌压缩机应具有2台套（排气量≥1200 Sm³/h且排气压力≥1350kPaG）的成功运转业绩。

（4） 投标产品的成撬商应至少有2套为本次投标品牌的空压机成功成撬的业绩。

（5） 代理商应有与所代理品牌厂家产品的合作经验。

（6）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：

（a）销售合同复印件（含相关技术附件）和

（b）用户签字的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告的复印件。

投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年12月13日开始至2019年12月20日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年1月7日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。

5. 开标时间：定于2020年1月7日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1.  CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invitessealed bids from eligible bidders for the supply of following equipment:

Project overview: Lufeng oilfields are located in the Pearl River Mouth Basin, SouthChina Sea, which include LF14-4 oilfield/ LF14-8 oilfield, LF15-1 oilfield andF22-1 oilfield, of which the water depth is about 145m, 286m and 330 m. This requisition defined the minimum technical requirements for the design, materials, manufacture, supply inspection, testing and preparation for shipment of the air compressors package to be installed on the LF14-4 and LF15-1 DPP offshore platform in the Lufeng oilfields, located in the Pearl River Mouth Basin, South China Sea of the People’s Republic of China.

★2. Requirements for Qualification and reference of Bidder:

(1)  The air compressor can run in the site environmental data, and obtain certifying from any one certifying agencies approved by the China Offshore Oil Operation Safety Office (COOOSO), which are ABS, DNV, BV, Lloyd’s and CCS.

(2) The Air Compressor that BIDDER supplied should be the manufacturer’s mature products, unused prototype equipment shall not be acceptable. since Nov. 1st, 2004 to Nov. 1st, 2019, The Compressor brand that the bidder supplied shall have at least two sets (driving motor rated power ≥130Kw) which had successfully operated in offshore facility or marine vessels for two years or more.

(3) since Nov. 1st, 2004 to Nov. 1st, 2019, The Compressor brand that the bidder supplied shall have at least two sets (discharge capacity≥1200Sm3/h and discharge pressure at skid outlet for utility air≥1350kPaG) which had proven application.

(4)   The Air Compressor Skids manufacturer shall have track records, which can show at least two sets successfully application of the bidding brand.

(5) Agency should have co-operation experience with The Air Compressor manufacturer.

(6) The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which including but not limited to：

    a. Copies of sales contract (including technical appendix) and

    b. Copies of a certificate notice signed by End user to Verify its successful run or temporary accept certificate signed by End user or commissioning report signed by a third party classification society.

The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report.
