1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油能源发展股份有限公司（以下称为“招标人”）委托，就国家海上油气应急救援渤海（天津）基地装备采购项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “theTendering Agent”), entrusted by CNOOC Energy Technology & Services Limited..(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under National Offshore Oil and gas emergency rescue Bohai (Tianjin) base equipment procurement Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资质要求及证明文件
Requirements of Certificate of Bidder
投标人承诺“水下液压剪切机具设备”制造商自有工厂生产，若是境外制造商，需承诺提供产地证明。招标人不接受贴牌产品。
The bidder must promise that the" hydraulic subsea sheari " is produced by the manufacturer's ownfactory. Overseas bidder promise to provide certificate of origin. The bidder does not accept the OEM product.
投标人若为投标产品的制造商代理，需取得制造商在中国的授权代理资质，投标时需提供有效期内的授权代理证明文件。
If the bidder is the manufacturer's agent of the bidding product, it shall obtain the manufacturer's authorized agent qualification in China, and provide the certificate of authorized agent within the validity period when bidding.
（2）业绩要求：
Requirement for Bidder's reference:
投标人所投标产品的制造商在全球范围内2009年1月1日-2018年12月31日期间（订单销售时间或合同签订时间）“水下液压剪切机具设备（海洋水下环境使用）”业绩数量2 套（含）以上。投标人投标时，需提供以下证明文件：1）销售订单的证明文件复印件或销售合同的关键页复印件 和 2)证明海洋水下环境使用的客户证明文件。
The manufacturer of the bidder's bidding products has more than 2 sets (including) of " Hydraulic subsea shear（use of marine underwater environment）" during the period from January 1, 2009 to December 31, 2018 (order sales time or contract signing time) in global. When bidding, the bidder shall provide the following supporting documents: 1) copies of supporting documents of sales order or key pages of sales contract, and 2) copies of customer supporting documents for the use of marine underwater environment.
证明文件须至少体现以下内容：订单销售时间或合同签订时间、货物名称、供货数量、使用环境（客户证明中体现海洋水下环境使用）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
The supporting documents shall at least reflect the following contents: the time of order sales or contract signing, the name of goods, the quantity of goods supplied, and the use environment (marine underwater environment in customer supporting documents). Failure to submit performance supporting documents or failure to verify the above information in the performance supporting documents provided shall be deemed as invalid performance.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2020年01月07日开始至2020年1月17日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Jan.07, 2020 to Jan 17, 2020.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年02月11日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

China at or before9:30 am (BeijingTime) on February 11, 2020. Any bid beyond the requiredtime and date shall be subject for rejection.
