项目概况：陆丰区域油田位于南海珠江口盆地，本次开发陆丰14-4油田/陆丰14-8油田、陆丰15-1油田及陆丰22-1油田，油田所在海域水深分别为145米、286米及330米，新建1座8腿LF14-4DPP平台开发陆丰14-4和陆丰14-8油田，1座4腿LF15-1DPP平台开发陆丰15-1油田，1套水下生产系统开发陆丰22-1油田。

★2.资格和业绩要求：

(1) 资格要求

A.投标人必须是PCS、ESD和F&G系统的制造商。投标人应具有良好的信誉、售后服务能力、强大的工程能力、系统集成能力、充足的人力资源和工程力量来完成本项目

B.中控系统必须至少取得五家船级社(ABS,LR, DNV, BV or CCS)之一的第三方产品证书。ESD和FGS系统必须满足SIL3/ TüV AK-6要求。SIL3认证体系应包括系统软件、硬件和安全控制网，如控制模块、I/O模块、通讯模块、数据通讯总线和配置在操作站与工程师站的安全控制系统相关软件。

(2) 业绩要求：

★投标人PCS、ESD、F&G应为成熟产品，并应提供2017年12月1日前至少在2个海上石油/天然气平台/FPSO项目中获得成功运行的业绩，合格的业绩应包括完整的PCS、ESD和F&G系统。投标人必须提供至少两套成功应用的证明文件，包括但不限于以下内容：

1).提供合同复印件，体现供货范围、签订时间和使用环境等内容；和

2).第三方船级社签字的设备调试报告或临时接受证书或最终接受证书或用户使用证明等四者之一。

★火气检测/报警装置必须是设备制造商原厂生产的成熟产品，并提供当地商会的原产地证书（承诺在供货时提供），并在2017年12月1日前至少在2个海上油气平台/FPSO的项目中成功运行。具有相同技术要求的火气探头/报警装置必须是相同的品牌和型号。

1).提供合同复印件，体现供货范围、签订时间和使用环境等内容；和

2).第三方船级社签字的设备调试报告或临时接受证书或最终接受证书或用户使用证明等四者之一。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年1月14日开始至2020年1月22日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Project overview:Lufeng oilfields are located in the Pearl River Mouth Basin, South China Sea,which include LF14-4 oilfield/ LF14-8 oilfield, LF15-1 oilfield and F22-1oilfield, of which the water depth is about 145m, 286m and 330 m. The newLF14-4 DPP with 8 legs is used to develop Lufeng 14-4 oilfield and Lufeng 14-8oilfield, the new LF15-1 DPP with 4 legs is used to develop Lufeng 15-1 oilfield, and the new LF22-1 SPS is used to develop Lufeng 22-1 oilfield.

★2. Requirementsfor Qualification and reference of Bidder:

（1）Requirementsfor Qualification of Bidder:

★ A. The vendor must be the manufacturer of eitherPCS, ESD and F&G system.     Vendor shall have goodreputation, capability of after-sales service, powerful engineering capability,system integration ability, sufficient man resources and engineering force tofulfill this project.

★B.The central control system must obtain at least one of five classificationsociety (ABS, LR, DNV, BV or CCS) of the third party product certification. TheESD and F&G system must meet the SIL 3/ TüV AK-6. The SIL 3 certificatedsystem shall be included system software, hardware and safety control network,such as controller modules, I/O modules, communication modules, datacommunication bus and the software relative with safe control system configuredon the operator workstations and engineer workstations.

(2)  Requirement for Bidder'sreference:

★The PCS, ESD, F&G shall be standard products and results of successfuloperation of at least 2 offshore oil/gas platforms /FPSO projects by December 1,2017 shall be provided， qualifiedperformance shall include complete PCS, ESD and F&G system.

The VENDOR must provide at least two successful application supporting documentsshall include but not limit to as following:

a.Copy of the contract, which include the scope ofsupply, signing time, and the usage circumstance and

b.Copy of FAT/SAT report signed by a third partyclassification society or Check Acceptance Certificate or Final AcceptanceCertificate or End user Statement.

★The fire & gas detection/alarm devices must be standard product manufactured byoriginal factory of equipment manufacturers and the certificate of origin fromlocal commerce association must be providedor （promised submit delivery）and results of successful operationof at least 2 offshore oil/gas platforms /FPSO projects by  December1,2017 shall be provided. The fire & gas detection/alarm devices with thesame technical requirement must be the same brand and model.

TheVENDOR must provide at least two successful application supporting documentsshall include but not limit to as following:

a.Copy of the contract, which include the scope ofsupply, signing time, and the usage circumstance and

b.Copy of FAT/SAT report signed by a third partyclassification society or Check Acceptance Certificate or Final AcceptanceCertificate or End user Statement.
