项目概况：文昌13-2油田包含已建WC13-2 WHPA和WC13-2 WHPB。已建WC 13-2 WHPA在2002年投产，生产流体通过已建WC13-2 WHPA至 “南海奋进”FPSO混输海管输送到“南海奋进”FPSO处理；待建WC13-2 WHPB为文昌13-2油田综合调整开发项目中将要新建的平台，该项目将在WC13-2 WHPA旁新建一个WC13-2 WHPB，两个平台通过栈桥连接。WC13-2 WHPB投产后，生产流体和WC13-2 WHPA汇集后一起输送到“南海奋进”FPSO。考虑WC13-2 WHPA至“南海奋进”FPSO混输海管需要更换，在新建的WC13-2 WHPB平台上预留一根立管用于后期海管更换。

2.资格标准：
★卖方须承诺用于本项目的柔性动态立管及其所有附件，包括但不限于管体、接头（含法兰）、排气阀等应具备第三方检验证书（挪威船级社（中国）有限公司；必维船级社（中国）有限公司；中国船级社；劳氏船级社（中国）有限公司；美国船级社（中国）有限公司五家船级社之一，不接受来自分类子公司的认证）。
★卖方在投标期间须提供过去15年间（2005年1月1日至投标截止日）2个“供货总长度不小于300m”、在海洋环境（包括海上平台/FPSO、近海岸的油气处理终端、海洋码头、海洋油气开采人工岛）条件下、已调试完成的柔性动态立管供货业绩，相关业绩应与本项目同等性质的输送介质、管径（内径）≧10吋、工作压力≧5MPa、温度≧78℃、水深≧120米、设计寿命≧20年。投标人须提交有效的业绩表并提供相关业绩证明文件，包括（1）业绩合同；（2）用户接收证明或用户使用证明或调试报告（包括调试内容和签署页）。业绩证明文件中须体现供货时间、货物名称、供货数量、流体介质、工作压力、温度及水深、现场调试报告的时间等信息，如未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年2月13日开始至2020年2月20日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview:
WenChang 13-2 oilfieldincludes WC13-2 WHPA andWC13-2 WHPB. WC13-2 WHPA has been built and put intoproduction in 2002. Theproduction fluid is transported to South China SeaEndeavour FPSO through the builtWC13-2 WHPA and transported to the South ChinaSea Endeavour FPSO fortreatment. WC13-2 WHPB to be built is a new platform tobe built in thecomprehensive adjustment and development project of Wenchang13-2 oilfield. Theproject will build a new WC13-2 WHPB next to WC13-2 WHPA. Thetwo platforms areconnected by trestle bridge. After WC13-2 WHPB is put intoproduction, theproduction fluid of WC13-2 WHPB and WC13-2 WHPA are collectedand transportedto the "South China Sea Endeavor" FPSO together. Inconsideration ofthe need for replacement of the WC13-2 WHPA to "SouthChina Seaendeavor" FPSO mixed sea pipeline, a riser is reserved on the newWC13-2WHPB platform for the later replacement of the sea pipeline.

2. QualificationRequirements:
★The VENDOR shall promise that theflexible dynamic riser andall its accessories used in the project, includingbut not limited to the pipebody, joint (including flange), exhaust valve,etc., shall have the third partyinspection certificate (DNV (China) Co., Ltd.;bv (China) Co., Ltd.; ChinaClassification Society; Lloyd's register (China)Co., Ltd.; five AmericanClassification Society (China) Co., Ltd.) One of thesocieties, not acceptingcertification from classified subsidiaries).
★The VENDORshall provide 2 completedtrack records which shall be "total supplylength is not less than300m" flexible dynamic riser that have beendebugged in the marineenvironment (including offshore platform / FPSO,offshore oil and gas processingterminal, offshore wharf, offshore oil and gasexploitation artificial island)in the past 15 years (From January 1, 2005) attender stage. Relevantperformance shall be the same as that of the project,such as transmissionmedium, pipe diameter (inner diameter) ≥ 10 inches, designpressure ≥5MPa,temperature ≥ 78 ℃, water depth ≥ 120m, and design life ≥ 20 years. The Vendorshallsubmit valid track records including (1) track/performance contract; (2)user'sacceptance certificate or the user's use certificate or commissioningreport(including the commissioning contents and signing pages). Therelevantdocumentary evidence include but not limited: time of signing thecontract,name and quantity supplied, fluid property (Wet Gas), designpressure,temperature, water depth and time of field commissioning report, ifnoperformance certificate is submitted, or if the performancecertificateprovided can’t verify the aforementioned information, the trackrecord shall beineffective.
3.
